Summary

At HII we build and maintain U.S. Navy readiness every day. We are seeking a Waterfront Detachment Maintenance Planner located in Yokosuka, Japan. This position will be responsible for tracking execution of Baseline Availability Work Packages (BAWPs), coordinating execution of Mandatory Technical Requirements with Regional Maintenance Center Project Managers and Assessment Directors, primary interface with TYCOM Port Engineer in support of Availability Work Package planning for assigned ships.

What You Will Do

  • Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
  • Reviews status of projects and budgets; manages schedules and prepares status reports.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
  • Track all Mandatory Technical Requirements (MTRs) throughout the OFRP.  Generate a BAWP Tracker containing all MTR status: document ad report risk to MTR completion.
  • Organize and execute milestone stakeholder meetings. Participate in applicable Maintenance Team meetings.  
  • Conduct ship visits to validate MTRs, participate in shipboard meetings and interact with the Maintenance Team.  Generate BAWP related correspondence.  
  • Conduct Work Item Review to ensure MTRs are aligned for execution IAW technical guidance.  
  • Conduct RCC review to trigger analysis.  
  • Represent the Class Maintenance Plan with the Maintenance Team and stakeholders advocating for the planning, execution and completion of all MTRs.  
  • Lead various working groups as assigned. Provide training for all AOR WFE Contractors.
  • Support the development of metrics for SURFMEPP processes and products and ensure alignment with higher-level guidance as directed by the Government; use these metrics to provide recommendations for CMP and other SURFMEPP product improvement initiatives.

What You Must Have

  • 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
  • Customer requires a minimum of 10-15 years of experience in U.S. Navy ship depot level maintenance planning functions or direct experience related to U.S. Navy surface ship operations or maintenance planning and execution.

  • Must have recent experience with tracking execution of Baseline Availability Work Packages (BAWPs), coordinating execution of Mandatory Technical Requirements with Regional Maintenance Center Project Managers and Assessment Directors, primary interface with TYCOM Port Engineer in support of Availability Work Package planning for assigned ships.

  • Must be able to obtain and maintain a DoD Secret security clearance and access to military base.

  • Must be a US Citizen.

  • Demonstrated experience in:

    • Supervisory experience in planning and execution of US Navy Surface Ship maintenance, onboard US Navy Ships at a Regional Maintenance Center or US Navy Planning Activity.  

    • Experience using VSB, FTS, 3M, NMD, AIM, to plan, track and review maintenance and maintenance scheduling.  

    • Knowledgeable in conducting work specification or technical review in planning and execution of depot level maintenance.  

Preferred: Bonus Points For

  • Experience as a Naval Supervising Authority Project Manager or a U.S. Navy Port Engineer is preferred.

  • Preferred experience includes management or supervisory roles at a Supervisor of Shipbuilding, Repair, and Conversion command, Regional Maintenance Center, U.S. Navy Central Planning Activity, U.S. Navy Planning Yard Activity, or a Planning for Engineering and Repair Activity.

  • Prefer candidates with at least a Bachelors degree. 

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
