Job Description
HII Mission Technologies is looking for a Senior Program Manager – Capabilities and Integration support for the F-22 Program Office located at Wright-Patterson AFB, Ohio. A TS/SCI clearance is required.
- Knowledge and experience in acquisition program management philosophy, policies, and procedures to DoD, USAF, and sister service systems, subsystems, and equipment procurement activities, including prime mission equipment and support equipment, post-award project/program management tasks, and planning for the accomplishment of various program milestones and acquisition programs throughout their life cycles.
- Advise and assist in the management and organization of resources and personnel needed to efficiently and effectively meet the objectives of each task, as well as explore new approaches as applicable within the performance of these tasks.
Essential Job Responsibilities
- Assist the customer in transforming culture, processes, methods, and tools to more effectively manage acquisitions and rapidly respond to warfighter needs and deliver acquisition products.
- Apply critical thinking across all facets of duties, assisting the customer in optimizing program execution through traditional and non-traditional approaches to developing and delivering capability to the user, while demonstrating adaptability and flexibility to manage deadlines and change.
- Proactively offer innovative solutions to complex problems spanning all functional areas of acquisition, to include best practices from commercial industry such as Lean and Agile principles.
- Provide assistance in program planning, development of acquisition strategies, and implementation across all aspects of Acquisition Category (ACAT) I, II, III and Section 804 F-22 modernization programs.
- Support the F-22 enterprise and consider both classified and unclassified aspects of the program. The effort shall include overall strategies, documentation, and specific actions related to AoAs, beginning of functional capability analyses, and other requirements generation methods used by the customer and the DoD.
- Identify potential alternatives and/or issues to ensure plans consider F-22 unique areas, F-22/F-35 common areas, and F-22 common areas with other modern DoD weapon systems.
- Provide assistance for the development of acquisition strategies that support all aspects of Modernization programs, across all phases of program execution. These efforts shall include:
- Identification and integration of cost schedule
- Performance risk/issues of technologies needed to field modernization combat capabilities
- Accompanying recommendations for Government consideration.
- Advise and assist the Government in fulfilling F-22 Program Director requirements for execution and oversight of F-22 Modernization activities.
- Support, facilitate, and identify potential opportunities and areas of concern for Government consideration for the following:
Minimum Qualifications
- Advanced Degree (Master of Arts (MA)/Master of Science (MS)) with twelve years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
- Or, BA/BS degree with fifteen years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
- Twenty years of directly related experience with proper certifications as described in the functionally aligned job descriptions, eight of which must be in the DoD
Preferred Requirements
Ability to:
- Provide support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.
- Support key acquisition events and reviews as needed, including, but not limited to: System Requirement Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Test Readiness Reviews (TRRs), Technical Coordination Meetings (TCMs), Functional Configuration Audits (FCAs), Physical Configuration Audits (PCAs), Production Readiness Reviews (PRRs), and milestone documentation development.
- Support the development, review, and approval process for requirements document development and the Joint Capabilities Integration and Development System (JCIDS) process and staffing.
- Assist in translating user requirement documents, such as the CDD/CPD and Concept of Operations (CONOPS) into Weapon System Prime Contractor RFP documentation for the F-22 Division.
