Job Description

HII is seeking a qualified candidate to assist the US Government manage Test & Evaluation Manager, Developmental Test (DT) activities. The ideal candidate should have a solid background with specific strengths in Military Testing activities, especially US Air Force labs and range activities, test organization familiarity across all military services and Department of Defense (DoD), technical requirements definition, and rapid solutions involving multiple groups/organizations. The candidate will work closely with external organizations and stakeholders to rapidly assess military test project proposals in consideration for funding by both the US Air Force and the DoD Test Resource Management Center (TRMC). This individual must be able to work remotely or in an Air Force facility with some travel to Test Centers. The candidate must:

  • Be able to proactively communicate via telephone and email with Government customer and Project leads in remote locations
  • Have extensive experience working with technical experts to define requirements in order to assess and grade proposals submitted for USAF and/or TRMC funding
  • Be able to provide professional assessments within proposals to grade Technical Rigor, Risk, and Project Budget planning and feasibility
  • Focus on the mission to ensure the Government Customer is supported for all key events and Working Groups
  • Have strong operations, acquisition, and test background: understanding operations vernacular, acquisition process, and test environment and controls to communicate across communities
  • Strategic mindset to assess future capabilities testing support and the requirements to ensure platforms are provided the appropriate test resources 

 

Essential Job Responsibilities

Responsible for providing T&E Management support to a single customer requiring coordination of Test Proposal receipt and grading activities. Assists customer during recurring cyclical Test Proposal windows throughout each Fiscal Year that are supported by all Military Services with intent to compete for TRMC’s Research, Development, Test and Engineering (RDT&E) funding. The candidate would also support the US Air Force customer with internal AF Improvement & Modernization (I&M) proposal submissions, assessment and grading activities. Work may be fulfilled remotely or in-office at a military installation with appropriate network and office support. Travel to Test Centers is expected as the cyclical proposal grading events are typically in-person with all military services on-site, along with attendance at TRMC Working Groups held randomly at any of the Services’ Lab or Test-related bases. The candidate will often serve as a mentor and advisor to Project Managers to ensure official documents and presentations are professionally packaged for an executive audience.

 

  • Serve as a US Air Force member of the TRAG Secretariat within the Test Resource Advisory Group (TRAG) as part of the over-arching Reliance Process.
  • Support the Air Force Test Center (AFTC) management of the USAF Improvement & Modernization (I&M) budget for test projects.
  • Support the US Air Force and US Navy accounts of the Navy-managed online Test Workflow tool and the Reliance and Investment Needs (RAIN) tool.
  • Assist the US Air Force customer with the selection and management of all Subject Matter Experts in the Reliance Panels.
  • Represent the US Air Force customer for all Reliance, TRAG, and Test & Evaluation Board (T&E BoD) meetings.
  • Travel to and support off-site Working Groups hosted by the TRAG, TRMC, or any Test Center in the US Air Force.
  • Gain and maintain US Air Force domain access for NIPR connectivity, with proficiency in Office apps such as MS Word, Excel, and PowerPoint; Adobe Acrobat related work also involved to include PDF file conversions.
  • Support semi-annual AFTC I&M Conferences, sometimes as a supporting host for coordination of gaining resources such as a Conference Room, Virtual Meeting connectivity and equipment, Tables and Chairs, and on-site Food and Refreshments for the event. Essentially, can become an Event Coordinator in support of the US Air Force customer.

Minimum Qualifications

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Candidate may require a Secret clearance in the future. Must be eligible for a Secret clearance.

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
