Who We Are

HII - Mission Technologies is seeking a Strategic Planner and Scrum Master for a hybrid work arrangement, combining telework and work at the client's site in Baltimore (Woodlawn), MD. As a Strategic Planner and Scrum Master, you will play a vital role in supporting our Centers for Medicare and Medicaid (CMS) and Health and Human Services (HHS) Program Management efforts. This role requires exceptional organizational and communications skills and the ability to execute strategic planning by roadmapping.  Roadmapping ensures 1) measurable progress towards division and team goals; 2) division and team goals and priorities align with Group priorities, and 3) cross division and cross team understanding of goals and priorities.  It also provides visibility of Information Security and Privacy Group (ISPG) Division and Teams priorities and goals to Office of Information Technology (OIT) front office (FO), assists with resource tracking and needs, assists with budget and planning considerations, and identifies risks for earlier mitigation and resolution.



What You Will Do

Strategic Planning duties:

  • Collect, analyze, and document Division Strategic Priorities
  • Collect, analyze, and document Division and Team Strategic Priority Milestones
  • Assist leadership in determining Top 3 Division Priorities
  • Collect and analyze Division Risks and Dependencies
  • Create Roadmaps in Mural, using Division Strategic Priorities, Milestones, Risks, and Dependencies
  • Distribute Roadmaps to Group, Division, and Team members
  • Setup and organize roadmap/planning reviews with Division and/or Team Leads
  • Lead Roadmap discussions to ensure decisions, issue resolution, and alignment occurs with Division and Team members
  • Review, define, prioritize, and document upcoming Information Security and Privacy Group (ISPG) Strategic Priorities
  • Review, define, prioritize, and document upcoming priority project Milestones
  • Guide leadership in refinement of priority project strategic outcomes and potential stakeholders
  • Identify, document, and manage priority projects and Dependencies
  • Create Roadmaps in Mural, using ISPG, Milestones, Risks, Dependencies
  • Distribution of Roadmaps to Group, Division, and Team members
  • Setup and organize roadmap/planning reviews with ISPG Leadership, Division and/or Team Leads
  • Lead Roadmap discussions to ensure decisions, issue resolution, and alignment occurs with priority project owners, ISPG Leadership, Division and Team members
  • Execute DSI Strategic Overview meeting, prepare Division Strategic Overview PowerPoint presentation, schedule Division Strategic Overview meeting, and provide follow-up communications with email and confluence
  • Work with teams and division directors to review, update (on hold, removed, merged, canceled, closed) or add new project data (create date, Project Name, Status, Project or Operations, Lead Division, Lead Team, ISPG Support Teams, Lead Contact, Description, Mandatory (Yes/No), Priority, Comments/Notes, Reviewed Date, Visible on Roadmap (Yes/No),  Change Summary Notes

Scrum Master Roles and Specific Tasks:

  • Execute Agile Scrum ceremonies
  • Review and manage the JIRA user stories (epics, features, tasks) and refine backlog
  • Provide Jira Training for each DSI Division Team
  • Create and Maintain Dashboards, Boards, Queries, Reports in JIRA - Metrics and Data Visualization for Divisions and Teams
  • Conduct Scrum Master Coaching / Training for Division, team members
  • Update and Manage the PMO Backlog, Team Coda Board
  • Facilitate PMO Team Scrum Meetings (2 to 3 times weekly)
  • Perform Agile Ceremonies – Retrospectives
  • Lead Team Building Exercises for Divisions and Teams
  • Support of Objectives and Key Results (OKR) creation and tracking
  • Facilitate meetings to guide alignment, planning, retrospectives
  • Recognize and recommend Process Improvements at Division Level
  • Host and Facilitate Process Improvement Meetings at Team Level
  • Host and facilitate weekly Team Sync with government Team Lead (GTL), status presented
  • Document PMO Weekly Team Sync meeting agenda and outcome (for deliverable)
  • Host and Facilitate weekly or bi-weekly status meetings with Division Leads

Minimum Qualifications

  • 10 years of relevant experience with a bachelor's degree in a related field; 8 years of relevant experience with a master’s degree in a related field; or a High School Diploma or equivalent and 14 years relevant experience.
  • Familiar with Jira Issue and Project tracking software
  • Ability to obtain and maintain a Secret clearance 

Preferred: Bonus Points For...

  • Agile Scrum Master certification
  • Familiar with Mural for Jira
