Who We Are
HII - Mission Technologies seeks a full-time Management / Intelligence Analyst to support our customer in the Centers for Medicare and Medicaid Services (CMS). This individual will work full-time hybrid, with on-site work in Woodlawn, Maryland, and may travel up to 10%. Potential to work up to 3 days on-site; and at least 2 days remotely. This individual is part of an integrated, executive-level committee that identifies, analyzes, and interprets information related to potential and existing threats to Centers for Medicare & Medicaid Services (CMS), and develops recommendations to address associated risks to CMS leadership for consideration. Typically, these threats will involve critical infrastructure, national security, and cybersecurity concerns.
CMS is an agency within the Department of Health & Human Services who is responsible for administering national health insurance programs, such as Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), Marketplace Exchange/private health insurance.
What You Will Do
The individual works under the general direction of a Committee Lead / Secretary and Supervising Program Manager to provide administrative/product development support (e.g., options papers, recommendations / referral papers, policy documents, other governance-related documentation).
Some but not all of the major administrative functions the individual may support include:
Meeting management: Agenda preparation, Note-taking, Note distribution and approval, Meeting coordination
Record-keeping and administration: Maintaining records
Communication and correspondence: Internal communication, External communication, Information dissemination
Governance and compliance: Compliance oversight, Policy and procedure recommendations, Recruitment / Onboarding New Members
Some but not all of the major product development functions the individual may support include:
Recommendations, Corrective Actions, Policy Development and Drafting, Translating Complex Information, Creating Initial Drafts, Collaborating with Subject Matter Experts (SMEs), Tailoring Content to Audience censorship and even external stakeholders
Compliance and Legal Considerations: Researching Regulations and Standards, Ensuring Legal Defensibility, Identifying Inconsistencies and Gaps

The duties are highly technical in nature and work involves substantial depth, breadth and intensity of effort involving numerous interrelationships. Determination of approaches and planning of projects require the selection of new or significantly modified methodologies, theories, approaches and research in the appropriate federal health or private health insurance program subject area(s). The work requires the analyst to review unresolved issues, synthesize and simplify complicated information; define, describe and compare policy and operational alternatives; assess legal, political and institutional constraints; summarize results; develop options on most appropriate course of action; make recommendations and present findings and analyses to aid management in making operational policy and program operation decisions. Options include detailed plans and goals for the long-range implementation and administration of CMS programs.
The individual shall provide expert and authoritative information and analysis which examine, analyze, develop and interpret threats (critical infrastructure, national security) to federal health policy and program operations. The individual evaluates threats and offers recommendations that improve the efficiency and effectiveness of CMS’ line of business. This work may involve identifying and developing ways to resolve problems which directly affect the accomplishment of principal program goals and objectives. Conduct short-term and long-term studies / analyses to improve the efficiency and effectiveness of Agency policies and requirements faced with these pending threats. Conclusions and recommendations form the basis for risk-based management decisions affecting the efficiency of operations. The work impacts CMS policy direction and coordination of policy and program activities. Work may affect major policy and program operating decisions at the highest level of government, budget priorities, and legislative proposals. The work of the individual has potential impact on a major portion of the health care community. The individual’s work contributes to the efficient operation of CMS programs and has a direct effect on Regional, State, and/or contractor/provider relationships.
What We Are Looking For
- 9 years of relevant experience with bachelor's in related field; 7 years relevant experience with master's in related field; or High School Diploma or equivalent and 13 years of relevant experience.
- Active TS/SCI.
- Experience drafting, reviewing, and editing documents, policies, and procedures, with preference towards enterprise threat-related or risk matters.
- US Citizenship required.
- Proficiency in using the Microsoft Office suite of programs, including Office 365.
- Self-motivated and possessing the highest degree of integrity.
- Strong analytical and critical thinking skills.
- Proficiency in data gathering, analysis, and reporting.
- Excellent written and verbal communication skills.
- Ability to work independently and collaboratively with cross-functional teams.

- Bachelor’s or master’s degree in Health Policy, Operations Management, Enterprise Risk Management, or a related field.
- Proven experience in healthcare as a subject matter policy expert or analyst, preferably for a Federal health agency or health insurer, for 10 years or more.
- Background with insider threat, foreign influence & control, supply chain risk management, threat intelligence or a related cybersecurity role is desirable, such as knowledge and applied understanding of cyber threats / vulnerabilities, threat actor tactics, techniques and procedures, and common attack vectors in the Health sector.
- In-depth knowledge of Titles XVIII and XIX of the Social Security Act, implementing regulations, policies, procedures, and pertinent laws applicable to the administration of these programs to effectively coordinate, develop, evaluate, and implement the provisions of the Medicare, Medicaid and CHIP programs and to make recommendations for improving or modifying program operations.
- Skill in planning, organizing, and coordinating projects and studies generating solutions and alternatives to problems and exercising a high degree of tact and diplomacy in resolving complex problems and gaining acceptance and cooperation of others.
- Demonstrated experience in one or more of the following areas:
a) Serving as SME or expert in the development, evaluation, and implementation of policies, processes or regulations related to HHS or CMS programs and operations, as well as private health insurance.
b) Reviewing and providing analysis for typical health policy or insurance functions such as, but not limited to, rule development, claims/transactions processing activities, eligibility, enrollment, quality measurement, claims reviews, coordination of care, benefits management, appeals, grievances, and program claims related processing systems used to make payments to providers/suppliers/insurers for the payment of covered services to beneficiaries. Experience can also be administrative such as strategic planning, project / risk management, legal support, audit support, procurement, financial, human resources and IT management. Further, experience can involve evaluations and assessment of the impact of new or revised changes to legislation before the Congress pertaining to any CMS program.
c) Developing and reviewing health care policies and legislation to draft related policy documents, regulations, procedures and guidance to states. Provide technical assistance, consistent with program expertise and experience, to staff in other Federal agencies, State agencies and private sector organizations. Develop national operational policy procedures, and systems related to the establishment, maintenance, accuracy, and disclosure of information on claims processing databases that support CMS’ lines of business. Develop, implement, and maintain operational requirements, including standard operating procedures, as well as databases to manage and analyze programmatic information such as routine and ad hoc report, deliverables, and programmatic documentation.
