Who We Are
HII - Mission Technologies seeks a dynamic and experienced Senior Consultant specializing in Instructional Systems Design (ISD) & Training and Education to support a high-impact federal civilian agency. This hybrid role is ideal for a professional with a deep understanding of adult learning methodologies, e-learning development, and 508 compliance combined with demonstrated skill in developing and executing internal, external (enterprise-wide), and public-facing communication strategies. The Sr. Consultant will help federal leaders inform, train, and engage a diverse internal and external stakeholder community.
This position is central to improving organizational performance, enhancing knowledge transfer, and educating government and contractor personnel associated with national mission priorities including cybersecurity, health systems, supply chain risk, and organizational resilience.
What You Will Do
- Conduct training needs assessments to identify knowledge and performance gaps across federal roles.
- Design innovative learning strategies, including instructor-led training (ILT), virtual instructor-led training (vILT), self-paced eLearning, and blended learning experiences.
- Develop 508-compliant training products using tools such as Articulate Storyline, Camtasia, Captivate, and Canva.
- Create detailed design documents, interactive storyboards, and curriculum maps.
- Lead the conversion of in-person training to engaging virtual and self-paced formats.
- Implement quality assurance processes and testing protocols to ensure instructional effectiveness and accessibility.
- Develop implementation and evaluation plans aligned with agency performance and compliance goals.
- Develop and execute internal and external training and educational strategies aligned with agency mission and initiatives.
- Produce clear, persuasive content including reports, scripts, articles, briefings, digital messaging, and web/social content to further reinforce terminal learning objectives and enable learning objectives from annual mandatory government training.
- Collaborate with internal, enterprise-wide and interagency stakeholders to ensure consistency and impact of education material.
- Plan, manage, and support education programs, stakeholder engagement initiatives, and special events.
- Advise leadership on training opportunities tied to program milestones and risks.
- Track effectiveness of education through feedback mechanisms and performance metrics.
What We Are Looking For
- 15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience.
- Demonstrated success transitioning ILT to vILT/eLearning and designing for accessibility (Section 508 compliance).
- Expertise developing communications products for executive-level stakeholders.
- Proficiency with Microsoft Office and eLearning authoring tools (Articulate 360, Adobe Suite, etc.).
- Exceptional writing, editing, and presentation skills for both technical and non-technical audiences.
- Ability to work collaboratively in cross-functional teams and manage stakeholder relationships.

- Active SECRET Clearance
Preferred: Bonus Points For...
- Experience supporting government agencies.
- Professional certifications, or advanced academic education in ISD, eLearning development, or Communications.
- Familiarity with Agile project environments, KM tools, and enterprise content strategies.
