Who We Are
HII-Mission Technologies is seeking a senior level Screening and Vetting Analyst to support the Office of National Security (ONS) within the Immediate Office of the Secretary at the U.S. Department of Health and Human Services (HHS). ONS manages Department-wide programs and provides oversight, policy direction, standards, and performance assessments in the areas of counterintelligence, intelligence, insider threat, cyber threat intelligence, information security, national personnel security, homeland security, and the safeguarding of classified information.
ONS provides counterintelligence, intelligence, and security support to HHS Operating Divisions, Staff Divisions, and Department leadership. This position will support the Identity Intelligence Division (I2D) and focus on conducting screening, vetting, identity resolution, and risk analysis of foreign nationals, entities, and individuals associated with HHS programs, facilities, grants, contracts, acquisitions, and SBIR/STTR initiatives. The analyst will leverage government, commercial, and open-source information to identify foreign affiliations, indicators of malign foreign influence, counterintelligence concerns, technology transfer risks, and other threats to HHS-funded research, public health programs, and critical supply chains.
What You Will Do
The Screening and Vetting Analyst will conduct all-source intelligence analysis, screening and vetting, identity resolution, network analysis, and risk assessments to identify foreign affiliations, malign foreign influence, counterintelligence concerns, technology transfer risks, and other threats to HHS programs, research, and supply chains. The analyst will produce tailored intelligence products, provide briefings and decision-support to HHS leadership, acquisition officials, program managers, and security personnel, and develop working relationships with key stakeholders to address evolving intelligence and security requirements. The position requires the ability to identify non-obvious relationships between individuals, organizations, foreign governments, talent recruitment programs, and entities of concern; monitor emerging threats; coordinate with Intelligence Community, law enforcement, and interagency partners; participate in working groups and interagency forums; and provide actionable intelligence that supports the protection of HHS-funded research, sensitive information, and national security equities.
What We Are Looking For
- 9 years of relevant experience with a bachelor's degree in a related field; 7 years of relevant experience with a master's degree in a related field; or a High School Diploma/equivalent and 13 years of relevant experience
- Active TS/SCI security clearance
- Demonstrated experience conducting screening, vetting, identity resolution, due diligence, risk assessments, or intelligence analysis in support of national security, counterintelligence, homeland security, law enforcement, personnel security, or related missions
- Knowledge of foreign influence, non-traditional collection, technology transfer, insider threat, research security, and foreign ownership, control, or influence (FOCI) risks affecting government, academic, research, or commercial environments
- Ability to assess and weigh source reliability and credibility, identify assumptions, distinguish facts from judgments, evaluate alternative explanations, and develop defensible analytic conclusions
- Experience conducting all-source research and analysis using government, commercial, and open-source data to identify affiliations, relationships, and potential risk indicators associated with individuals, entities, and organizations
- Ability to perform identity resolution, network analysis, pattern-of-life analysis, and link analysis to identify non-obvious relationships, foreign affiliations, and potential national security concerns
- Demonstrated ability to identify trends, patterns, anomalies, and emerging threats through the synthesis of fragmented information and the identification of critical intelligence gaps
- Strong research and collection skills, including identifying relevant data sources, developing collection strategies, and supporting intelligence requirements and key intelligence questions
- Experience producing high-quality written intelligence products, risk assessments, executive summaries, and briefing materials tailored to operational and senior leadership audiences
- Ability to brief senior leaders on intelligence findings, risk assessments, emerging threats, and screening/vetting outcomes while appropriately conveying confidence levels, uncertainty, and source attribution
- Knowledge of Intelligence Community, law enforcement, homeland security, and interagency processes, including the appropriate handling, dissemination, and classification of sensitive information
- Excellent technical writing, verbal communication, and interpersonal skills, with the ability to collaborate effectively across government, contractor, and interagency partners

- Must be able to manage multiple high-priority screening, vetting, and analytic requirements simultaneously while adapting to evolving mission priorities, emerging threats, and time-sensitive operational demands.
- Demonstrated experience engaging with senior government officials, program stakeholders, security professionals, acquisition personnel, and interagency partners on matters involving screening, vetting, risk assessment, counterintelligence, or national security concerns
- Familiarity with Security Classification Guides (SCGs), classification management processes, intelligence information handling requirements, and the appropriate protection, dissemination, and safeguarding of classified and sensitive information
- Minimum of 5 years of experience conducting intelligence analysis, screening and vetting, personnel security, counterintelligence, identity intelligence, due diligence, risk assessment, or related national security functions, including experience producing written intelligence products, executive-level briefings, and analytic assessments for senior decision-makers
- Proficiency with Microsoft Office Suite and Adobe Acrobat; experience with analytical, investigative, or link-analysis tools
