Job Description

Huntington Ingalls Industries (HII) Mission Technologies Warfare Systems partners with the DoD and defense innovation ecosystem to rapidly acquire and field critical and emerging technologies, particularly integrated communications, networking, and Systems-of-Systems (SoS) technologies, to enhance national security and warfighter capabilities. Through a multiagency contracting approach, the Collaborative Operations for Battlespace Resilient Architecture (COBRA) initiative focuses on advancing these technologies to achieve multi-domain battlespace integration and resilient command and control. This includes a broad range of services such as systems engineering, cybersecurity, operational integration, and data analytics, all aimed at modernizing communications and ensuring seamless information exchange for the DoD and its allies.

Essential Job Responsibilities

Assists the Program Cost Control Manager to prepare finance deliverables (Del. 6, 23, 24). Works directly with the Program Cost Control Manager to ensure proper funding is aligned to all the TDLs. Provides support to the internal and external MPs to invoice customers (Government and commercial), reconcile unbilled receivables, and provide ad hoc support and analyses. Ensures Costpoint setup aligns with Task Order (TO) and Mission Partner (MP) needs. Identifies and confirms invoicing requirements with the Project Finance, Contracts Administrator, and TDL leads. Invoices customers in a timely and accurate manner (Del. 25). Ensures invoices comply with appropriate contracts, guidelines, and regulations. Identifies issues, research, and remedies as appropriate. Understands the basic contract document(s) as it relates to billing and revenue. Performs invoice generation in Costpoint. Confirms availability of funds for Travel Authorization Requests (TAR) and Requests to Initiate Purchase (RIP). Maintains billing files that include the base contract, subsequent modifications, invoice copies, and MP correspondence. Assists with identifying billable costs versus non-billable costs and creates appropriate invoices. 

Minimum Qualifications

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Must possess an active Secret clearance.
  • Bachelor’s degree in a relevant field
  • Strong problem-solving and critical-thinking skills
  • Effective oral and written communication abilities

Preferred Requirements

  • Experience working in defense or intelligence environments
  • Excellent communication and collaboration skills
  • Relevant certifications are a plus (e.g., Security+, PMP)
