Job Description
  • Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
  • Reviews status of projects and budgets; manages schedules and prepares status reports.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
  • Advanced level of understanding in undersea or aerospace design and manufacturing projects .
  • Involves a broad grasp of involved practices and procedures.
  • Responsible for all projects assigned to the organizational group.
  • Advisor to lower level managers and exempt employees.
  • Helps meet established schedules or resolve technical or operational problems.
  • Position requires proven skills in managing engineering, design, and integrated logistics support teams that are supporting multiple projects / customers concurrently.
  • Position will also require individual to efficiently review customer solicitations and assist with the preparation of timely and accurate cost, management, and technical proposals to achieve the solicitation’s requirements.
  • Must be able to articulate questions and provide design / engineering solutions that are based upon proven engineering analyses.
Essential Job Responsibilities

 

Responsible for project management oversight. Manage all phases of tasks / projects from inception through completion, including risk analysis & mitigation and scope control. Responsible for concurrently serving multiple customers and developing and managing plans across several subcontractors. Responsible for the profit and loss (P&L) of a complex project(s). Directs all phases of projects from inception through completion.

Responsible for the cost, schedule, and technical performance of company projects. Acts as primary customer contact for project activities, leading project review sessions with customer. Develops new business or expands services with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to project(s). Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

Minimum Qualifications
  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.

Candidate must also have the following:

  • Secret Clearance.
  • Knowledge of US Navy Maritime design & engineering industry markets, budgets, and competitors.
  • Experience negotiating with large Government contractors on work share agreements.
  •  Experience with advanced manufacturing practices, procedures, and processes. Experience with titanium machining and/or composites manufacturing is preferred.
  • Extensive experience in evaluating and providing recommendations for process improvements that yield cost and/or schedule savings.
  • Past applicable Project Management design and engineering services experience.
  • Position will require approximately 25% travel (often with short advance notice). Knowledge of Naval Fleet Assets (Surface / Undersea Vessels) and their associated systems / equipment, along with management / working experience with localized Virginia-based Navy and associated Navy / DoD Contractor infrastructure is highly preferred. #LI - MH1
Preferred Requirements
  • Experience with titanium machining and/or composites manufacturing is preferred.
  • Experience with project scheduling software (e.g. Primavera P6, MS Project)
  • Experience in Earned Value Management environment
  • Experience working in a matrix organization with geographically dispersed teams
Physical Requirements

Job performance may require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
