Job Description

Maintenance University supports COMNAVSURFPAC and COMNAVSURFLANT by providing focused and current real-time maintenance training to Navy personnel to increase their knowledge level on coordinated planning for maintenance management execution.  Maintenance University trains surface ship officers and Sailors, waterfront personnel, shore maintenance team members and port engineers through briefs that address the reference-based knowledge requirements of each shipboard organizational tier and off-ship maintenance team, sharing best practices, reviewing tailored metrics, and addressing policy changes impacting ship's force maintenance.

 

This position is for a junior instructor role providing maintenance management training to junior naval officers (O3 and below), enlisted personnel (E1 to E9), and civilians on Naval maintenance staffs.  Courses taught range from Basic Maintenance Person / 2K Writer up to Department Head / Leading Chief Petty Officer and 3M Coordinator.  In addition, the Junior Instructor will participate in reviewing and revising existing course material, as well as in developing new courses of instruction.  Travel both within the United States and to overseas Navy homeports may be required less than 25% of the time. This position will be located in Virginia Beach, VA. 

 

Essential Job Responsibilities

Defines, designs and implements continuous improvement programs to ensure programs are integrated vertically and horizontally across organization. Defines improvement projects aligned with business strategies. Analyzes improvement programs and potential results. Facilitates and coaches improvement teams. Establishes and maintains performance metrics to measure program success. Installs process excellence supports for program governance, project reviews, communications, training, certifications and rewards. May have six-sigma certification.

Minimum Qualifications

6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.

  • Must have served at least one tour on a U.S. Navy surface ship as a Leading Chief Petty Officer or 3-M Coordinator. 
  • Must have served a minimum of two (2) years at a U.S. Navy surface ship maintenance activity (Regional Maintenance Center or Naval Shipyard), ashore maintenance staff or ashore maintenance training staff in a surface ship maintenance support billet. 
  • Demonstrated two (2) years of experience with shore management programs for surface ship maintenance, to include the roles of Port Engineers, Availability Work Package Managers, Type Desk Officers, and Type Desk Assistants. 
  • Demonstrated recent (within last three (3) years) experience in SKED, OMMS-NG, AWN (Automated Work Notification) and other Navy Maintenance programs. 
  • Demonstrated two (2) years of experience conducting technical briefs at all levels of shipboard and ashore maintenance managers. 
  • Demonstrated strong communication skills; ability to communicate with junior officers and enlisted naval personnel in a naval environment.
  • Must have Microsoft Office experience (Word, Powerpoint, Excel).
  • Must be able to obtain and maintain Secret security clearance. 

Physical Requirements

Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the Systems Analyst discipline. Office work environment normally encountered.
