Job Description
Mgr Programs 2 Job Description The future of naval combat systems training is being built, operated, and delivered at HII. HII Technical Solutions is currently seeking a Program Manager for an exciting engineering contract supporting the development of US Navy (USN) shore-based integrated training systems. This position functions as the point of contact between Huntington Ingalls Industries and the government customer for this program. This position will be based in Virginia Beach, VA. Live, Virtual, Constructive Solutions Group, a business group within Huntington Ingalls Industries’ Mission Technologies division, helps solve tough national security challenges for the Department of Defense, the intelligence community, and federal civilian agencies. Our expert capabilities include intelligence, surveillance and reconnaissance (ISR), and cyber; secure enterprise IT engineering and operations; military training and simulation; logistics management and integrated product support; and fleet maintenance, modernization, repair and sustainment. What you will do?
• Oversee and manage the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
• Review status of projects and budgets; manages schedules and prepares status reports. Assess project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
• Develop mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
• Manage direct reports, including labor planning (including assigning personnel to projects), financial budgets, tasking, and oversight of staff in one performing training curriculum analysis, implementation, and evaluation.
• Responsible for ensuring project work products and deliverables are developed in accordance with organizational standard processes.
• Establish and support program and organizational objectives.
• Facilitate and reinforce successful project execution.
• Work closely, collaboratively and communicate effectively with all members of the project team including government and contractors.
Essential Job Responsibilities
• Responsible for the profit and loss (P and L) of a complex program(s).
• Responsible for providing program management oversight to a single customer requiring coordination of program requirements across planning stages with several subcontractors. Directs all phases of programs from inception through completion.
• Program may be based out of a single location utilizing established technologies requiring standard application to provide solutions to a variety of technical problems.
• Responsible for the cost, schedule and technical performance of company programs.
• Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
• Develops new business or expands services with the customer.
• Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
• Directs the work of employees assigned to the program.
Minimum Qualifications
• 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
• Bachelor’s degree in a technical or business-related discipline.
• Must have 15 years of relevant Program Management experience.
• Must have a Project Management Professional (PMP) Certification.
• Must have experience performing cost estimates associated with Level of Effort (LOE), scope of work and associated requirements.
• Must have experience managing multiple technical instructions and completing projects according to outlined scope, budget, and timeline.
• Must have experience using Agile methodologies during program execution.
• Experience working with DoD customers, projects, and processes.
• Must have an active DoD SECRET security clearance.
Preferred Requirements
• Experience supporting USN training programs and USN training objectives.
• Experience supporting USN commands such as CSCS and NSWC.
• Experience with FARS/DFARS.
• Experience supporting programs associated with software development.
• Experience leading a large team with subcontractors and/or consultants.
• Management/leadership experience in fast-paced engineering environment.
Physical Requirements
• May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
