Summary
The future of naval combat systems training is being built, operated, and delivered at HII. HII Mission Technologies is seeking an experienced Program Manager to lead systems engineering, development, and integration activities supporting U.S. Navy (USN) shipboard and shore-based integrated training systems. This role serves as the primary point of contact between HII and the government customer and oversees all aspects of program execution, technical coordination, and stakeholder engagement. This position is based in Virginia Beach, VA.

Impact
The Program Manager ensures the successful delivery of complex naval training system capabilities by directing multidisciplinary engineering efforts, maintaining cost, schedule, and technical performance, and strengthening customer partnerships. This role directly influences program profitability, technical accuracy, and the readiness of integrated training systems across the Navy fleet.
Key Job Responsibilities
- Oversee and manage the operational and technical aspects of ongoing engineering projects, serving as the liaison between project planning, engineering teams, subcontractors, line management, and government customers.
- Define overall program scope, systems engineering approach, long-range plans, and resource needs; negotiate with internal and external stakeholders as required.
- Establish program milestones and maintain adherence to master plans and schedules; identify and resolve technical, schedule, and resource risks.
- Monitor program status and budgets; manage schedules; prepare status reports; and develop solutions to meet productivity, quality, and customer satisfaction benchmarks.
- Develop mechanisms for monitoring program progress, enabling proactive intervention and technical issue resolution across functional teams.
- Provide labor planning, workload assignment, financial oversight, and direction for direct reports, including engineering, training, and curriculum analysis personnel.
- Ensure all work products and deliverables align with technical, contractual, and process‑compliance standards.
- Lead all phases of programs from inception through completion, ensuring cost, schedule, and technical objectives are consistently achieved.
- Serve as the primary customer interface, leading reviews, technical discussions, and program status meetings.
- Identify opportunities to expand current business and deliver increased value to the customer.
- Lead, mentor, and support internal teams and subcontractors, ensuring strong communication, collaboration, and quality execution.
- Facilitate and reinforce successful program performance through active oversight and continuous improvement.
What you must have
Required Education & Experience
- 6 years relevant experience with bachelor’s degree in a related field; or
- 4 years relevant experience with master’s degree in a related field; or
- 10 years’ rellevant experience with HS Diplomat/equivalent.
- Progressive experience in program management, systems engineering oversight, or technical program leadership
Required Background, Knowledge & Skills
- Knowledge of systems engineering processes, program management methodologies, and DoD acquisition practices.
- Ability to lead complex technical programs while managing cost, schedule, and performance requirements.
- Experience with budgeting, scheduling, risk management, and technical review processes.
- Familiarity with Agile or iterative development environments.
- Ability to manage quality, compliance, and process‑adherence standards across technical deliverables.
- Experience collaborating with cross‑functional engineering and training development teams.
- Strong stakeholder management and customer‑engagement skills.
- Experience working with DoD customers, programs, and processes.
- Strong written and verbal communication skills.
Required Credentials
- Active DoD SECRET security clearance (or ability to obtain one).
- Project Management Professional (PMP) certification
Preferred Qualifications
- Experience supporting USN training programs and USN training objectives.
- Experience working with USN commands such as CSCS and NSWC.
- Experience with FAR/DFARS requirements.
- Experience supporting systems engineering or software development programs.
- Experience managing large technical teams and subcontractors.
- Leadership experience in a fast-paced engineering or integrated training environment.
