Summary

HII's Mission Technologies division is currently seeking two (2) Information Systems Authorizatoin Analyst to support Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) cybersecurity operations for Shore-Based Training Systems. This position will provide leadership and management oversight for Risk Management Framework (RMF) Assessment & Authorization (A&A) efforts supporting approximately 80 cloud and shore-based training systems across PMS339, DRPM SUBS (SEA07TR), and RRL program sponsors. #LI-MJ1

Key Job Responsibilities

  • Lead and manage cross-functional cybersecurity teams supporting multiple sponsors (PMS339, SUBS, RRL) in the execution of RMF (step 0-6) A&A processes for approximately 80 systems.
  • Oversee day-to-day cybersecurity operations, including workload management, task assignments, resource allocation, and timecard approvals for Information Systems Security Officers (ISSO), Information Systems Security Engineers (ISSE), and Auditor personnel.
  • Coordinate and participate in weekly Integrated Training Systems (ITS) Cyber Checkpoint Meetings with NSWCDD DNA43 Cybersecurity Lead and government stakeholders.
  • Provide management oversight of Program Office/Package Submitting Office (PSO) systems' authorization and system level continuous monitoring (SLCM) processes.
  • Develop, assess, and maintain Cybersecurity schedule Plan of Action and Milestones (POA&M) across multiple program portfolios.
  • Support Program Office Cyber Principal Assistant Program Manager (PAPM), Assistant Program Manager (APM), ISSM, Technical Area Expert (TAE), and Security Control Assessor (SCA) with development and review of cyber policies, processes, reports, briefs, and technical papers.
  • Maintain Cyber Master Schedule and roadmap for working-level activities and senior leadership presentations covering program strategic plans, status, schedules, and risks.
  • Attend Configuration Control Board (CCB), Department of the Navy (DON), Navy Authorizing Official (NAO), and PAE Maritime RMF meetings to stay abreast of RMF processes and procedures.
  • Attend TAE, SCA, Functional Authority Official (FAO), and Authorizing Official (AO) checkpoint and authorization signing meetings to formally brief leadership on systems' security posture.
  • Ensure team adherence to contract scope, project milestones, deliverables, and quality standards in accordance with applicable Navy policies and instructions.
  • Coordinate travel, schedule events, and manage resources across multiple geographic locations.
  • Expected travel up to 10-15% of time for approximately one week per trip to support stakeholder coordination, ATO briefings, and system assessments.
  • Prepare and review white papers, decision option papers, trade studies, engineering change proposals (ECPs), program documentation, risk analyses, and risk mitigation recommendations.
  • Oversee development and accuracy of meeting minutes, action items, trip reports, and monthly status reports.
  • Manage artifact repositories including SharePoint and Enterprise Mission Assurance Support Service (eMASS).
  • Ensure proper tracking and reporting of funding expenditures by sponsor in accordance with multi-sponsor funding requirements.
  • Ensure all required CDRL deliverables are prepared, reviewed, and submitted in the correct format and within required timeframes.

What you must have

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Demonstrated experience managing cybersecurity teams and RMF A&A processes.
  • Knowledge of DoD and Navy cybersecurity policies, instructions, and RMF procedures (NIST SP 800-37, DoDI 8510.01, SECNAV M-5239.2).
  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project).
  • Experience with eMASS, ACAS, and RMF A&A tools.
  • Strong leadership, organizational, and communication skills.
  • Ability to manage multiple priorities across various stakeholders and program sponsors.
  • Strong interpersonal skills for working with government customers, contractors, and senior leadership.
  • Current or active DoD Secret clearance.
  • Ability to work onsite at Dam Neck, Virginia Beach, VA hybrid schedule. Remote/telework is at the discretion of the government.
  • SIPRNet access required (25-60% of work time).
  • DoD 8140 (formerly 8570) baseline certification (Security+, CAP, or equivalent).

Preferred Qualifications

  • Five or more years of experience managing Navy cybersecurity or RMF programs supporting training systems.
  • Experience managing multi-sponsor programs with cross-organizational support requirements.
  • U.S. Navy Information Assurance or cybersecurity experience (officer, CWO, or senior enlisted with technical background).
  • Advanced DoD 8140 certification (CISSP, CISM, GSLC, or CASP).
  • Cyber Workforce Framework (CWF) designation or ability to obtain designation.
  • Project Management experience.
  • Experience with cloud security, container security, and virtualized training environments.
  • Familiarity with Artificial Intelligence (AI) integration into RMF processes.
  • Experience supporting PMS339, DRPM SUBS, or similar Navy acquisition programs.
  • Ability to communicate effectively in both one-on-one and large group settings, including formal briefings to senior leaders and Authorizing Officials.

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
