Summary

This ESU Programs Manager 2 supports the Elevator Support Unit in Virginia Beach, VA. 

Essential Job Responsibilities

Responsible for the profit and loss (P and L) of a complex program(s). Responsible for providing program management oversight to multiple customers requiring coordination of program requirements across planning stages with several subcontractors. Directs all phases of programs from inception through completion. Program may be based out of a single location utilizing established technologies requiring standard application to provide solutions to a variety of technical problems. Responsible for the cost, schedule and technical performance of company programs. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands services with the existing customers. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program.

Minimum Qualifications

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • In lieu of education, individual shall have ten (10) years’ experience in program management, engineering, and technical oversight of shipboard installation, in addition to the experience required below:
    • The individual is required to have verifiable, extensive organizational knowledge of naval shipyards, RMCs, aircraft carrier departmental operations and TYCOM operations.
    • Ten (10) years combined program management, engineering, technical and shipboard installations/alterations activities-related experience.
    • Five (5) years’ experience in program management support relating to aircraft carrier elevator and cargo handling equipment maintenance.
    • Experience leading projects that include engineering design, test and evaluation, shipboard installations, repairs, and modifications/alterations as well as tech manual and ILS development
    • Experience planning, as well as execution and financial management of the project.
    • Candidate should have experience interfacing directly with both technical and contractual customers to provide status updates and negotiate change orders.
    • Must have a detailed understanding of all quality and safety requirements associated with performing industrial work in a ship repair environment.
    • Will be required to obtain a DOD Secret Security clearance and a Common Access Card (CAC).
    • Must be a U.S. Citizen.

Preferred Requirements

  • 15 years relevant progressive experience in Navy engineering programs with Bachelor’s of Science Degree in Engineering (Mechanical or Electrical) from an accredited college or university.
  • Working knowledge of the USS Gerald R. Ford (CVN 78) Class Advanced Weapons Elevators and Stores Elevators preferred.
  • A current, valid DoD Security clearance or higher. 

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
