Who we are

HII - Mission Technologies is currently seeking a Contract Administrator to work out of our Virginia Beach, VA office.
 
The Contract Administrator provides the management and administration of a varied contracts portfolio. The individual will be responsible for cost/business volume proposal preparation, contract negotiations, oversight, and cradle-to-grave administration. The position entails working closely with the Government and Prime Contractor representatives supporting Department of Defense contracts. Individual will ensure timely and successful administration of all assigned contracts, assuring compliance with applicable regulations and policies. Individual must be proactive, detail-oriented and able to prioritize tasks to meet changing deadlines in a dynamic environment.

Key Responsibilities:

  • Lead the development and timely submission of compliant cost/business volumes in response to Government solicitations and Prime contractor requests for proposals (RFPs)
  • Review and negotiate terms and conditions (Ts&Cs) for contracts, subcontracts, Teaming Agreements (TAs) and Non-Disclosure Agreements (NDAs)
  • Provide cradle-to-grave contracts management, which includes post-award administration, change management, and closeout activities
  • Ensure that work is performed in compliance with appropriate laws, regulations and HII policies and procedures
  • Interact frequently with Contracting Officers and Prime Contractor Subcontract Administrators as well as HII Program Managers, Controllers, Human Resources, and other internal business and functional representatives
  • Monitor contractual compliance
  • Review project revenue for contracts in your portfolio and participate in period- end revenue reviews
  • Review and approve invoices
  • Setup and maintenance of contract information in Deltek Costpoint
  • Draft, review, manage and/or complete Representations and Certifications, OCI Mitigation Plans and other contracts-related documentation
  • Input contract information into Unison Contract Lifecyle Management (CLM) database and contracts repository in a timely manner and maintain contract files and relevant records
  • Communicate contract policy, procedure, and practice to internal business and functional teams 
  • Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information

What you need to have:

  • 3 years relevant experience with Bachelors in a related field; 1 year relevant experience with Masters in a related field; or High School Diploma or equivalent and 7 years relevant experience
  • 3+ years of relevant contracts experience supporting Federal Government customers
  • Strong knowledge and experience with various types of contracts (e.g.: Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), Cost Plus Incentive Fee (CPIF), Firm Fixed Price(FFP), Fixed Price Level of Effort (FFP-LOE), Time and Material (T&M), etc.) 
  • Solid understanding of and experience with the Federal Acquisition Regulations (FAR) and Department of Defense Federal Acquisition Regulations Supplement (DFARS)
  • Work in a fast-paced environment, display attention to detail, and meet deadlines
  • Possess and utilize effective interpersonal, verbal and written communication, and negotiation skills 
  • Work independently and within a team
  • Proficient in the use of Microsoft Office 365 applications, including Teams, SharePoint, Outlook, Word, Excel and Power Point
  • Due to the sensitivity of customer related requirements, U.S. Citizenship and the ability to obtain and maintain a clearance is required
