The Proposal Manager is responsible for establishing and managing the proposal process in response to commercial and U.S. government solicitation requirements. The Proposal Manager establishes the proposal development team to include the Proposal Coordinator, Volume Leads, Technical Writers, Desk Top Publisher (DTP), Graphic Artist and production capability. This position requires the ability to work closely with the Capture Manager and his/her team, operations/line organizations, SMEs, and functional departments (e.g., Contracts/Subcontracts, HR, Recruiting, Finance, Procurement) for proposal content, compliance, and format, while managing the proposal team's activities.
The Proposal Manager implements the approved proposal processes, conducts reviews, maintains configuration control and incorporates all amendments. The Proposal Manager along with the Capture Manager, develops the proposal schedule and assures the proposal team adheres to it. The Proposal Manager develops the Compliance Matrix and the requirements-based proposal outline and assures all data calls to team members are completed. The Proposal Manager holds daily standup progress reviews to track status of section writing assignments and other proposal actions assigned. The Proposal Manager ensures the proposal is compliant with all RFP and amendment requirements. The Proposal Manager oversees all proposal production activities including coordinating DTP, editing, printing and binding, as well as the logistics requirements associated with proposal delivery.
 

Responsibilities: I want to and can do that!

•    Manage proposals, including all aspects of proposal development: pre-proposal planning activities, kick-off meeting, value proposition conveyance, theme development, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination, and production oversight.
•    Develop/maintain proposal management-related artifacts for each opportunity to include kickoff materials, requirements-based master outline and compliance matrix, schedule, annotated outlines, writing instructions and templates, daily stand-up agenda, proposal team contact list, action items, and color team review briefings.
•    Review/analyze proposal sections for consistency and clarity, compliance with solicitation requirements, and alignment with proposed solutions and themes and write/re-write proposal sections as necessary to deliver high-quality, winning proposal product.
•    Manage and direct all proposal efforts to include preparation, revision, and submission; establishes and enforces the proposal schedule. Clarify, communicate, and enforce roles and responsibilities of the proposal team members.
•    Collaborate with the capture manager, subject matter experts, and other writers to refine proposal sections to ensure accuracy, compliance, consistency, and reflection of win strategies.
•    Work with Capture Manager and Volume Leads to finalize staffing plans (including resumes), management plans (including Organizational Charts), and identification of Past Performance references
•    Work with Pricing Manager to maintain the schedule for price reviews, BOE development (as necessary) and cost narrative development
•    Assist in the development and refinement of templates and standardized processes to streamline proposal development.
•    Provide daily updates regarding proposal progress to team via the daily stand-up: action items, identified risks, section status, and schedule. Identify risks and develop mitigation plans.
•    Lead/facilitate/drive the discussion during solution strategy sessions with capture manager, volume lead(s), and subject matter experts; capturing and helping to document customer hot buttons, win themes, our approach/solution, and features and benefits at the level required for a compelling proposal response.
•    Work with the color review leads to convene color teams and prepare color team package. Lead color review recovery from post-review assessment to providing guidance for implementation of approved content changes and modifications.
•    Maintain version control throughout RFP response lifecycle; ensuring proposal artifacts are secured at all times
•    Remain current on all solicitation modifications and communicates them to the team. Revise schedule, outline, and compliance matrix as necessary throughout proposal life cycle.
•    Ensure proposal compliance, checking submission for compliance regularly throughout the proposal cycle.
 

What you must have:

•    6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
•    Proposal management experience of including leading large $50M+ opportunities.
•    In some cases, educational requirements may be adjusted or waived for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
•    Knowledge of the proposal development life cycle, and understanding of Shipley or other proposal development processes
•    Demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities to high-quality material
•    Ability to successfully execute multiple tasks simultaneously
•    Dynamic interpersonal skills to interact with all levels of management
•    Excellent work ethic and excellent organizational, written and verbal communication skills
•    In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, and producing high-quality proposals under tight deadlines
•    Strong verbal and written communication skills are essential, along with attention to detail and accuracy
•    Understanding of the FAR
•    Excellent facilitation, communication, and presentation skills
•    Strong leadership, problem solving, and decision-making abilities
•    Ability to interface and coordinate with all involved departments and senior executives
•    Highly developed word processing skills, especially with Microsoft Office products and working knowledge of graphics and desktop software (Word, Excel, PowerPoint)
•    Working knowledge of Teams, SharePoint or other proposal collaboration software
•    Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes
•    Able and willing to work extended hours to meet dynamically changing needs and delivery schedules
•    Must have or have the ability to obtain a Secret clearance.
 

Preferred Requirements

•    Ability to coordinate off-site subcontractors and proposal team
•    Familiarity with the use of proposal collaboration tools
•    Experience with the FEDSIM acquisition process
