Job Description

Huntington Ingalls Industries – Technical Solutions Division (HII-TSD) is currently seeking a Personnel Recovery (PR) / Casualty Evacuation (CASEVAC) (PR/CASEVAC) Program Manager to support the United States (U.S.) Africa Command (USAFRICOM).  The Program Manager will work closely with USAFRICOM, its component commands, CJTF-HOA, SOCAFRICA, and other strategic and operational partners with dedicated PR/CASEVAC capabilities.  The Program Manager’s responsibilities include the coordination and completion of multiple simultaneous projects delivering on-time, within Task Order (TO) scope, and within the approved budget. The Program Manager will oversee all aspects of the PR/CASEVAC TO with the primary responsibility to account for all contractor personnel, the planning of all associated tasks/missions, program execution, and product / service quality through active monitoring and controlling of all program resources.

Essential Job Responsibilities

  • Fully support USAFRICOM by supervising and directing the daily activities of the contract team to include Procurement, Integration, Operations, & Maintenance, and Systems Engineering;
  • Manage a TO to provide USAFRICOM and SOCAFRICA with 24 hours a day/7 days a week (24/7) dedicated rotary-wing (RW) and Short Take Off and Landing (STOL) fixed-wing (FW) aircraft, paramedic-level field and in-flight patient care for PR/CASEVAC services based in and operating in high-risk portions of the USAFRICOM Area of Responsibility (AOR);
  • Provide overall leadership and guidance for all contractor personnel assigned to the TO including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance;
  • Serve as the HII’s primary point of contact for all TO related actions necessary to execute an effective and efficient service solution;
  • Provide overall technical and financial management of tasks and milestones associated with TO agreements;
  • Manage relationship and expectations of the USAFRICOM client, other industry mission-partners, and all supporting contractor personnel;
  • Evaluate progression of project milestones and budget and any necessary TO modifications to ensure mission success, service quality, and schedule / budget compliance;
  • Regularly engage with key government client stakeholders.
  • Responsible for all TO deliverables from developing monthly status reports to approving all invoices prior to formal submission; all deliverables will require Program Manager input and final approval;
  • Other duties as assigned.

Minimum Qualifications

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  • Current program management certifications such as Project Management Professional or Associate in Project Management and Professional in Project Management (PPM). 
  • Five years’ experience planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach for a project or program similar in size, scope, and complexity to this TO. 
  • Five years’ experience managing aircraft operations. 
  • Five years’ experience within the last ten years with Status of Forces Agreements (SOFA) requirements, regulations, and processes within the USAFRICOM AOR. 
  • Five years’ experience within the last ten years working with Special Operations Forces (SOF) operations. 
  • Possess current or previous qualification for weapons. 
  • Ability to obtain a permit to carry a fire arm.
  • Clearance:  Must have an active SECRET clearance with the ability to possess and maintain an active TS clearance with SCI eligibility based on a Single Source Background Investigation (SSBI).

Preferred Requirements

  • Experience managing performance-based projects and/or programs with multiple international performance locations;
  • 5 years of experience within the last 10-year with Status of Forces Agreements (SOFA) requirements, regulations, and processes;
  • 5 years of experience planning, directing, coordinating, and managing the contractor’s proposed methodologies and approach for a project or program similar in size, scope, and complexity of current requirement;
  • 5 years of experience managing aircraft operations;
  • 5 years of experience within the last 10-years supporting any aspect of Special Operations Forces (SOF) operations;
  • Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations;
  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence;
  • Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus and achieve objectives;
  • Self-motivated, decisive, with the ability to adapt to change and competing demands.
  • Demonstrated communication skills; both written and oral with technical and non-technical staff, all levels of management;
  • Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities;
  • Proven ability to learn, understand and apply new technologies.
