The Security Manager 2 position is a multi-faceted role that includes Security Management and FSO responsibilities for HII Mission Technologies in the Warfare Systems and Advance-Domain Groups. This position requires an in-depth knowledge of Industrial and Program Security specifically related to the LOGIX, PRESS and PRCASEVAC programs with the ability to analyze security requirements and needs of each organization and to communicate with the groups Program Managers, Portfolio Leads, and other senior leaders verbally, through email, and in written reports. This position will also serve as the security liaison to several of the various government customers that support the above-mentioned programs. The successful candidate will have a full understanding of prime DD254s as well as subcontractor DD254s, Access Commander, a full understanding of Personnel Security policies and procedures, DCSA Security Reviews, a full understanding of COMSEC, OPSEC, and Physical Security. Knowledge of Lenel S-2 is also a plus.
Responsibilities: I want to and can do that!
• The successful candidate will work closely with various Government Agencies and Program Offices in the leading and the submitting of access level nominations, processing personnel paperwork, administering indoctrinations, document control, visit requests, and security education and training.
• The successful candidate will function as a leader of the HII Mission Technologies Security Team to administer the overall Mission Technologies Security Program and will provide guidance and support to other field sites as needed. The candidate will also perform other duties as directed.
• The successful candidate will ultimately be responsible for the administration and coordination of DOD and other industrial security programs and activities to ensure compliance with government and company security policies and procedures.
• Develops and administers security programs and procedures for classified or proprietary materials, documents, and equipment in coordination with government agencies and management personnel.
• Reviews and implements federal security regulations that apply to company operations.
• Obtains rulings, approvals, interpretations, and acceptable deviations for compliance with regulations from government agencies.
• Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitor access to restricted records and materials.
• Prepares and conducts security education classes and DCSA security audits.
• Investigates security violations and prepares reports specifying preventive action to be taken.
• Performs status checks on current investigations, determining upcoming reinvestigation dates, and relaying that information back to each employee.
• Conducts security self-inspections, physical security surveys, and threat/vulnerability assessments.
• Ensures the accuracy of the Access Commander database which is the internal system of record for security regarding security clearance data, facility data, and document control.
• Will serve as the primary interface with LOGIX, PRESS, and PRCASEVAC government customers on security related issues.
• Ensures that classified information entrusted to the company is properly safeguarded as outlined in federal controlling instructions.
• Responsible for preparation, management, and interfacing with the Defense Counterintelligence Security Agency (DCSA) during audits.
• The successful candidate will have a minimum of 5 years of COMSEC experience, based on the programs this position is required to support.
• DCSA FSO certification for possessing facilities required.
• In-depth working knowledge of 32-CFR, the National Industrial Security Program (NISPOM).
• Thorough knowledge of personnel security actions using/applying US Government online programs such as the National Background Investigation Services Electronic Application (NBIS eApp), Defense Information System for Security (DISS), National Industrial Security System (NISS), the Army Centralized Contracts and Security Portal (ACCS) and the Forms & Account Management Service (FAMS).
Requirements: I have already done that or have it!
• 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
• Experience as a security professional supporting the Department of Defense or Intelligence Community programs with knowledge of the NISPOM, ICDs, and 5205.07.
Specifically, LOGIX, PRESS, and PRCASEVAC customers.
• Candidate must work well in a team environment and possess excellent speaking, writing, organizational, and customer interfacing skills.
• The candidate must be able to work with minimal supervision on multiple tasks and work well under deadlines in a fast-paced environment.
• Candidate must be able to prioritize tasks and handle multiple assignments concurrently.
• Must have 5 years of experience leading a team of security professionals to include FSO’s and AFSO’s.
• Must possess a current Top-Secret clearance with an in-scope background investigation as well as have an ability to meet Top Secret/SCI eligibility requirements.
Bonus Points/ Preferred Requirements:
• Candidate should have proficiency in the use of Microsoft Word, Excel, and PowerPoint, DISS, NISS, SWFT (ACCS is a plus).
• ISP Certification a plus but not required.
