Job Description

The Joint Staff is responsible for training military forces to respond to crises around the globe. From armed conflict to providing humanitarian support after natural disasters, this force relies on joint training across all military branches, Combatant Commands, and Components to be ready to respond at a moment’s notice. Globally integrated training technologies help prepare senior leaders to make decisions in complex environments, strategically integrate operations and resources globally, and develop a force capable of competing and winning against any adversary or triumph in any disaster. 

Huntington Ingalls Industries supports the Joint Staff in building the technical capabilities that this force relies on. We develop exercise planning, data, and simulation systems that mimic real life environments and weapons systems. These simulation environments are integrated with live tactical capabilities so warfighters can train using the exact same systems they use in the fight. Our current efforts unify these capabilities seamlessly with our modern web architecture and provide a model for ensuring long-term evolution to keep pace with the constantly evolving technical landscape. Our team is looking for a principal engineering manager to help coordinate the schedule of development and resources in support of these tools and capabilities. We need a passionate and talented Principal Engineering manager to be a part of our fast-paced, rapidly growing, user-driven development team that is focused on coordinating, scheduling, managing, and messaging our work on these solutions. You will aide in the orchestration and alignment across this team which is composed of software engineering, data sciences, cloud and datacenter engineering as well as simulation systems integration engineering disciplines to deliver unified solutions

Essential Job Responsibilities

As a Principal Engineer Manager, you will drive schedules across the program that deliver enterprise value in support of the Joint Staff J7 long-term vision. You will work directly with senior government leadership across the enterprise and manage the long-term technical roadmap for the Joint Staff. Our software and engineering product managers will work with you to develop schedules for integrated product roadmaps that deliver needed enterprise capability. You will also be responsible for briefing our greater enterprise roadmap out to external partners to support collaboration on enterprise integrations that enhance the use and employment of our system to better support the Joint Training community.

Minimum Qualifications

  • Experience: 14 Years with Bachelors in Science; 12 Years with Masters; 9 Years with PhD
  • Bachelor’s degree in Computer Science, Computer Engineering, Software Development, or related discipline 
  • 6+ years of experience in the industry as a technical team lead, technical project or program manager
  • Educational requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience
  • Basic understanding of system architecture and experience with distributed systems and full-stack modern web application architectures
  • Experience managing coordinated portfolio roadmaps across multiple development programs
  • Strong communication skills that help senior leaders to successfully work with our program to achieve enterprise goals

Preferred Requirements

  • Training, certification or coursework related to project and program management.
  • Experience in distributed DoD modeling and simulation capabilities and architectures; DIS, HLA, TENA.
  • Experience in DoD C4I systems and protocols. E.g. GCCS, Link-16, CEC
  • Experience utilizing Agile methodologies and principles as well as Agile frameworks
  • Experience with collaboration, development tracking, and version control systems such as Confluence, Jira, and Git 
  • Understanding of greater DoD training, tactics and operations or familiarity with these from the perspective of an individual Service or Agency.
