Job Description

Mission Technologies, a division of Huntington Ingalls Industries, is looking for a Information System Project Manager 3 to support the Joint Training Synthetic Environment (JTSE) Research and Development (R&D) for Joint Staff J7 (JS J7) contract at our Suffolk, VA Joint Staff Complex location.   

Essential Job Responsibilities

  • Leads and directs one or more project teams engaged in the design, implementation and modification of IT projects that span across functional organizations.
  • Prepares project execution plan and identifies appropriate technical and business resources needed for the team.
  • Ensures projects are completed on schedule, within budget and meets technical requirements of the assignment.
  • Keeps current on advances in the field of IT.
  • Provides technical and analytical guidance to project team.

Managing complex IT projects to include:

  • Decomposing and refining tasking into project objectives by reviewing Performance Work Statements, Technical Direction Letters, project proposals and plans, while conferring with management.
  • Assisting in the definition of project scope, objectives, and deliverables, involving all relevant stakeholders and ensuring technical feasibility. 
  • Determining project responsibilities by identifying project phases, resource requirements, and other necessary elements.
  • Determining project schedules by studying project plans and specifications, calculating time requirements, and sequencing project elements. 
  • Maintaining project schedules by monitoring project progress, coordinating activities, and resolving problems.
  • Coordinating amongst various teams in different engineering disciplines to present a unified, integrated product to project stakeholders.
  • Preparing project status reports and briefings, by collecting, analyzing, and summarizing information and trends.
  • Defining, generating, and reviewing project requirements documentation.
  • Monitoring projects to ensure work scope and schedule are well defined and maintained and rebaselining projects as needed with management.
  • Tracking and reporting on technical progress of project deliverables, contract deliverables, and Scientific and Technical Information (STI).
  • Performing risk management to minimize project risks.
  • Analyzing program processes, identifying opportunities for improvements, and facilitating change management.
  • Developing tools and mechanisms for improved tracking and reporting in Jira and Confluence.

Minimum Qualifications

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Active Secret security clearance.
  • Proven experience in a senior role managing large-scale IT projects.
  • Strong leadership and decision-making skills.
  • Excellent communication and presentation skills. 
  • Experience with Jira/Confluence, including creating and maintaining workflows, automations, and spaces.
  • Experience working in a government contracting environment.
  • Experience with cross-team collaboration.
  • Familiar with Agile/SAFE methodologies. 

Preferred Requirements

  • Technical background in IT/Systems Engineering/Software Development with preferred experience in Modeling and Simulation.
  • Preferred certification in Project Management (e.g. PMP, CAPM).
