Summary
Mission Technologies, a division of Huntington Ingalls Industries, is seeking a highly experienced Concept Developer (Military Operations Analyst 4) to support the Joint Staff J7 (JS J-7), Futures and Concepts Division (FCD) at the Suffolk, VA Joint Staff Complex. This position is central to advancing the Joint Warfighting Concept (JWC) through innovative Concepts of Operation (CONOPS), wargaming, and experimentation.
What You Will Do
• Provide expert-level subject matter expertise in developing future concepts at the Joint Staff and Combatant Command levels.
• Integrate deep warfighting domain knowledge with emerging intelligence, threat assessments, and futures projections to inform concept development.
• Support the operationalization of the Joint Warfighting Concept by developing concepts grounded in futures analysis, intelligence insights, and wargaming results.
• Advise senior military and government leaders across the Joint Staff on methodologies, frameworks, and best practices for developing future concepts.
• Prepare and deliver clear, concise, and compelling briefings to senior military officers and government civilians.
• Work daily within a Sensitive Compartmented Information Facility (SCIF) environment.
• Travel to support high level briefings, conferences, working groups, wargames, and related engagements.
• Apply extensive technical expertise, warfighting domain knowledge, and/or area-of-responsibility (AOR) expertise, with full understanding of related disciplines.
• Bring current and relevant experience as a senior military planner at the Joint, Combatant Command, or Service level.
What You Must Have
• 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
• Demonstrated experience developing operational concepts, future force designs, or CONOPS at the Joint, CCMD, or Service level.
• Experience conducting or supporting operational and strategic-level wargames, experiments, or analysis focused on future conflict environments.
• Strong understanding of Joint doctrine, Joint planning processes, and Joint force development.
• Ability to synthesize complex operational, technical, and intelligence information into clear, actionable concepts.
• Proven ability to communicate effectively—verbally, visually, and in writing—to senior leaders.
• Experience working in classified environments and managing sensitive information appropriately.
• Ability to work independently and collaboratively within a high tempo, concept development team.
• Familiarity with futures methodologies such as scenario development, trend analysis, red teaming, operational risk assessment, or similar analytical approaches.
• An active TS/SCI security clearance (required).
Preferred Requirements
• Graduation from senior military planning schools such as JAWS, SAMS, MAWS, SAW, or equivalent; or two or more years of operational planning experience.
• Prior Joint Staff or Combatant Command experience, especially in futures, force development, concept development, or wargaming communities.
• Experience leading senior level briefings, workshops, or working groups.
