Job Description

 

Mission Technologies (HII-MT) division is currently seeking an experienced Program Manager who will be responsible for all personnel, equipment, tools, supervision, and other items and services necessary to perform scheduled RSC/MPC operations for PMRF Detachment Far East at Naval Base Guam (NBG), in the Marianas Island Range Complex (MIRC), Naval Base Pt. Loma, CA. and within the Southern California Island Range Complex (SCIRC).

 

 

Essential Job Responsibilities

 

  • Clear lines of project authority among all organizational elements supporting this requirement
  • Organizing, planning, scheduling, implementation, control, analysis, and reporting on all elements of the PWS
  • The Program Manager shall develop and implement a management program to efficiently and effectively execute the requirements of this contract 
  • Provide a Daily Personnel Accountability Log Report to indicate all work completed daily in regards to all vessel operations and maintenance. The report will consist of the following but not limited to: all personnel tasking performed, customer supported, start and stop times, hours worked and pay type (Regular/Overtime)
  • Project planning, preventive maintenance, corrective maintenance, personnel management, cost monitoring, missions scheduling, and tracking all tasks progress
  • Ensure all deliverables are accurate and completed in a timely manner in accordance with the base contract requirements
  • Is responsible for the correctness of all funding documents presented to the Government for payment, and ensuring all maintenance and repairs are scheduled and accomplished for all Government Equipment
  • Support the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.
  • Participate in negotiatg contract and contract changes.
  • Promote quality assurance and security procedures across the program.
  • Be responsible for working directly with the Government to coordinate and plan the Operations and Maintenance schedule for RSCs 1-4 and MPC-1 as well as training support requirements
  • Be responsible for reporting and tracking all discrepancies and reporting any degradation of RSCs 1-4/MPC-1, or Surface Targets to the Government

 

 

Minimum Qualifications

 

  • 8 years relevant progressive experience with Bachelors in related field OR
  • 6 years relevant progressive experience with Masters in related field OR
  • High School Diploma or equivalent and 12 years relevant progressive experience.
  • Bachelor’s degree in engineering, science, or related technical discipline or 10 years equivalent experience in Naval Operations & Maintenance (O&M) roles
  • At least three years of experience planning, directing, coordinating programs of similar size in terms of work force utilization, procurement of materials and equipment, standards, training, problem resolution, and employee relations. Direct experience managing cost, schedule, and budgets
  • Familiarity with Naval Ship Technical Manuals (NSTM) Chapter 583, OEM maintenance manuals (RSC/MPC) and In-Service Inspections (INSURV) for Boats and Small Craft.
  • Familiarity with Range support operations in port and at sea a plus.
  • Excellent communication, presentation and interpersonal skills.
  • Leadership and management skills as evidenced by previous work experience.
  • Strong customer service orientation.
  • Must be located in Guam and able to travel CONUS and OCONUS for meetings and demonstrations as required.
  • Secret Security clearance

 

Physical Requirements

Job performance may require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
