Job Description

Join HII Mission Technologies at Fort Meade, MD to support a COCOM’s mission readiness. As our Training Requirements & Evaluation Manager, you’ll not only coordinate world-class cyber training but also assess existing curricula, identify capability gaps, and recommend targeted solutions that elevate operator proficiency. This role offers immediate impact on national cyber defense and collaboration with joint, component commands, and top cyber SMEs.

Essential Job Responsibilities

  • Partner with joint, and component training leads to identify current and future cyber training requirements.
  • Lead Training Needs Analyses (TNA) and gap assessments across doctrine, technical skills, and mission-specific scenarios.
  • Evaluate the effectiveness of existing courses, cyber-range scenarios, and vendor offerings; document strengths, shortfalls, and opportunities.
  • Recommend new or enhanced training programs—classroom-based, virtual, or blended—to address identified gaps and emerging threats.
  • Develop and maintain the Training Requirements Document (TRD) and integrated Training Master Schedule.
  • Coordinate student enrollment, lodging, transportation, and site logistics for both distributed and in-person events.
  • Interface with instructors, range managers, and SMEs to secure classrooms, labs, and specialized equipment.
  • Track training completion and manage records in Learning Management Systems; produce metrics dashboards for senior leadership.
  • Lead lessons-learned sessions, collect feedback from surveys and after-action reviews, and drive continuous improvement across training cycles.
  • Provide on-site coordination and troubleshooting support during cyber-range exercises and mission-oriented events.
  • Travel up to 50% to Fort Meade, vendor locations, and range sites to ensure flawless execution of training initiatives.

Minimum Qualifications

9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.

  • 5+ years of experience in training program coordination, evaluation, or curriculum development within DoD Cyber, and/or Intelligence environments.
  • Proven expertise in Training Needs Analysis, curriculum assessment, and adult learning methodologies.
  • Track record of recommending, implementing, and measuring training solutions.
  • Proficiency in Microsoft Office Suite and Learning Management Systems (e.g., ADLS, TMS).
  • Strong analytical, organizational, and presentation skills.
  • Excellent written and verbal communication; ability to brief senior leaders.
  • Self-starter who thrives working independently and collaboratively.
  • Active Top Secret/SCI clearance required; polygraph preferred.

Preferred Requirements

  • Master’s degree in Criminology, Cybersecurity, Education, or related field.
  • Direct experience supporting COCOM, or other Component Commands in training requirements and evaluation roles.
  • Familiarity with cyber operations TTPs, mission-oriented training, and cyber-range technologies.
  • Certifications such as CPTM, PMP, or Agile Scrum Master.
  • Hands-on experience with identity management systems and Information Assurance frameworks.
  • Military or law-enforcement background in Information Operations, intelligence analysis, or training management.

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
