Mission Technologies, a division of Huntington Ingalls Industries, has a growing opportunity for a Senior Facility Security Officer in our Roanoke, VA location supporting our Warfare Systems Division.
In this position the successful candidate will carry out the required security measures that are necessary for implementing requirements of 32-CFR Part 117 (the National Industrial Security Program Operating Manual (NISPOM)), government security regulations, and company security policies and procedures. Primary duties include the execution of daily security program requirements as well as participation and contribution to the company’s security program, as well as conducting various security briefings. The successful candidate will also administer an effective security education program, will adhere to and will enforce security policies and procedures required for the classification, downgrading, upgrading, and safeguarding of classified information at the local facility.
Responsibilities: I want to and can do that!
• Serve as the principal architect for all National Industrial Security Program (NISP) activities, which include document control, visitor access, and personnel security with absolute integrity.
• Act as the subject matter expert in interpreting 32-CFR Part 117 (NISPOM), ensuring company operations not only meet but exceed federal security standards.
• Serve as the primary face of HII Mission Technologies to the DCSA. You will build vital professional relationships with government officials and lead the facility through successful security assessments.
• Translate complex security data into actionable insights for Senior Management through high-level reports and presentations.
• Expertly manage the preparation, tracking, and 100% accuracy of DD Form 254s for both prime and subcontracts, ensuring seamless classified contracting operations.
• Lead periodic self-inspections with a "zero-defect" mindset, ensuring every item is followed through to closure and aligned with 32 CFR requirements.
• Author and maintain comprehensive Security Standard Practices and Procedures (SPPs) and other security manuals that define how we safeguard the nation's most sensitive records and materials.
• Administer critical security databases including DISS, NBIS, NISS, and Access Commander to manage personnel clearances, facility information, and visit requests with precision.
• Design and deliver engaging security trainings and briefings (including debriefings) that empower employees to uphold our rigorous security standards.
• Oversee the end-to-end lifecycle of classified materials—from receipt and marking to secure storage and destruction.
• Document and report and follow all applicable HII and government procedures regarding security violations and complete with discretion and precision, developing preventive action plans to fortify the organization against future risks.
• Architect and maintain Emergency Action Plans (EAPs), ensuring our team is prepared to protect classified information in any unforeseen situation.
• Contribute to the development of new techniques and standards to keep HII at the forefront of industrial security.
• Maintain the integrity of closed and restricted areas, ensuring restricted access is managed with the highest degree of oversight.
• Have in-depth working knowledge to implement and enforce SEAD 3 Reporting Requirements.
Requirements: I have already done that or have it!
• 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
• Active TS/SCI eligibility and CE enrollment required.
• Deep knowledge of 32 CFR Part 117, and SEAD 3 reporting.
• Proficient in NBIS, DISS, NCAISS, NISS, and SWFT.
• Oversight of personnel security, physical security, DD254 preparation, Insider Threat, and electronic fingerprinting.
• Serve as an expert advisor to leadership and manage a cleared facility.
• Manage local team members, workload, and tasks with minimal supervision.
• Strong interpersonal, written, and oral skills.
• Ability to prioritize complex, concurrent projects in a fast-paced environment.
• Proficient in Microsoft Office.
• Will serve as a backup Contract program Security Officer (CPSO). Ability to learn and maintain special customer processing is required.
• Facility Security Officer Program Management for Possessing Facilities certificate of completion is required.
Preferred Requirements
• Establishing an Insider Threat Program Course certificate completion, a plus.
• Knowledge of managing SCIF’s and Special Access Programs, a plus.
• Knowledge of DoDM 5205.07 vols. 1-4, and ICD 705 experience, Intelligence Community, and other Government security regulatory manuals is a plus.
• Knowledge of Access Commander is a plus.
• COMSEC experience a plus.
