Huntington Ingalls Industries – Technical Solution Division (HII-TSD) is seeking a SIGINT Instructor/ Training Specialist to support our customer in Reston, VA
HII-TSD Training Team is evolving in today's COVID19 environment and as a result, a new training opportunity exists at a major DoD Joint Agency Supporting CWMD's and C-IED's globally.  We have an immediate opportunity for a SIGINT Instructor / Training Specialist to teach in the Norther Virginia Area. 
This is a fantastic opportunity for a SIGINT'er who has tactical and operational experience and a unique ability to write and edit coursework.  The qualified candidate will be creative, resourceful, and enjoy coaching all levels of military personnel or contractors, especially furthering the understanding of Non-SIGINT'ers to the capabilities that SIGINT provides. 

Essential Job Responsibilities

  • Designs and delivers programs to train all levels of personnel. Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities. 
  • Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques. 
  • Develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present assignments. 
  • May evaluate and/or oversee contractors or vendors to develop and/or administer training programs. May be responsible for development of e-learning programs.
  • Our SIGINT Instructor / Training Specialist will provide training and course instruction to consumers of Signals Intelligence that reflect current and relevant improvised threat curricula. 
  • The individual will maintain training, change/edit or enhance curriculum for requested personnel; Combattant Commands and their conventional and special operations forces; NATO and Coalition forces; Interagency Partners; and other Government Agencies as requested. 
  • The Instructor / Training Specialist will ensure that all materials, educational processes and curricula delivery are in compliance with the National Commission for Certifying Agencies (NCCA) accreditation requirements and Defense Intelligence Education and Training Board (DITEB) requirements.  
  • Experience as a SIGINT analyst is required.  
  • Particularly, experience providing SIGINT analysis in support of Special Operations Forces (SOF) or Air Force Distributed Ground Systems (DGS).  
  • The focus will be teaching SIGINT to consumers of SIGINT with a focus on telecommunications, DNI and DNR as well as assisting with cyber courses and courseware.

Minimum Qualifications

  • 15 + years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field.
  • 3 + years as a formal instructor in topics related to the intelligence field or improvised threats with a preference on SIGINT instruction; must have graduated a formal instructor course; OJT instruction will NOT suffice.
  • Completion of a military service SIGINT Analyst Course.
  • Strong working knowledge of SIGINT exploitation processes, policies and production cycles.
  • Demonstrated experience working with military tactical operational and strategic level units providing SIGINT analytic support to include: analysis, reporting and writing intelligence products.
  • Familiarity with, and able to apply instuctional systems design (ISD) training development guidance such as TRADOC Regulation (TR) 350-70 or Air Force Manuals 36-2234 or 36-2236.
  • Advanced knowledge of SIGINT collection equipment, SIGINT analysis and SIGINT collection management.
  • Demonstrated knowledge and familiarity with Cyber Threat Intelligence.
  • Formal instructor training/certification and experience teaching in the intelligence filed or ontopics involving improvised threats.
  • Working knowledge of development of learning objectives; methodologies of lecture, demonstration and practical exercise; adult learning theory and use of training aids.
  • Indepth knowledge of Tasking Collection, Processing, Exploitation and Dissemination (TCPED)
  • Strong, detail-oriented analytical and critical thinking skills.
  • Due to the nature of OCONUS travel, a current U.S. passport is required.
  • Ability to deploy or go TDY for short periods of time worldwide.
  • Expertise in using web browsers and browsing, search engines and advanced search queries. 
  • Security Clearance: Must possess and maintain an active TS/SCI.

Preferred Requirements

  • 5+ years SIGINT analysis experience
  • Experience teaching SIGINT to consumers of SIGINT; familiarity with Voltron is a plus
  • 2+ years experience supporting Cyber Intelligence efforts
  • Professional experience as SIGINT analyst, particularly with Special Operations Forces (SOF) or Air Force DGS.
  • Experience using analytic software such as Palantir, Analyst Notebook, or JIDO’s (JIDA/JIEDDO) Attack the Network (AtN) Tools Suite (ANTS). 
  • Instructional System Design (ISD) process
  • Curriculum Development Certification
  • Experience using virtual learning management systems
