Summary
HII-Mission Technologies is seeking a Nuclear Surety Training and Exercise Planner to support U.S. Government–directed training and exercise initiatives, including U.S. military operations involving NATO, NATO member nations, and countries within the EUCOM and AFRICOM Areas of Responsibility.
In this role, you will play a key part in designing, coordinating, and executing nuclear surety training and exercise programs. Your work will enhance the readiness, tactics, and operational effectiveness of USAFE-AFAFRICA Protection Level 1 (PL‑1) units and NATO Nuclear Programme of Cooperation (NPOC) nations. Responsibilities include supporting base defense and nuclear weapons security activities, conducting Counter–Small Unmanned Aerial Systems (C‑sUAS) evaluations, and developing MAJCOM tactics, techniques, and procedures (TTPs) in alignment with EUCOM, NATO, and Joint Training System standards.
What You Will Do
- Plan, organize, and lead Force-on-Force (FoF) exercises for USAFE-AFAFRICA PL-1 units, applying Joint and NATO exercise planning processes (IPC, MPC, FPC)
- Provide resources and scenarios that support exercises based on real-world mission requirements that include information sharing with USAFE-AFAFRICA partners
- Participate in scheduled demonstrations and major command exercises
- Coordinate external support, including OPFOR, White Cell, exercise controllers, and engagement systems
- Serve as the equipment custodian for engagement and data collection systems procured by USAFE-AFAFRICA
- Provide coordination for the transportation of personnel, equipment, and resources to support training and exercise events
- Study previous modeling and simulation reports, and studies from DANTES, DTRA exercises, and other DoD, USEUCOM, SHAPE, Department of Energy studies related to nuclear surety TTPs
- Develop and manage a comprehensive performance evaluation (PE) program for all USAFE-AFAFRICA PL-1 units, establishing standardized criteria and scenarios based on authoritative threat guidance
- Lead the development of a USAFE-AFAFRICA MAJCOM guide for foundational TTPs for Weapons Storage and Security System (WS3) environments, and establish a process for periodic updates
- Research, develop, and deliver tailored training briefs and formal courses. This includes but is not limited to various types and levels of foreign disclosure training
- Assist in developing, reviewing, and coordinating plans, policy and programs related to training assets and capabilities and integrating them into operational and strategic mission requirements
- Coordinate with PL-1 units, NPOC nations, and USAFE-AFAFRICA A4S/TI to integrate high-fidelity C-sUAS operations into FoF exercises and modeling/simulation
- Organize USAFE-AFAFRICA's support for the NATO STEADFAST NOMAD exercise program and various modeling and simulation studies with partners like Sandia National Labs and the Defense Threat Reduction Agency (DTRA)
- Collaborate with representatives of national and international government organizations to exchange data and coordinate activities
- Manage and advise leadership on exercise resources and staffing, ensuring compliance with all legal and regulatory requirements, and coordinate and interact with other government agencies and DoD partners
- Participate in planning venues related to the development and implementation of U-A plans, programs, policies and procedures
- Provide guidance on ISR support to case management and field collection operations
- Organize security forces' participation in multilateral training events, nuclear incident response exercises (e.g., STEADFAST NOON, NERVE, NIMBUS), and professional education courses (e.g., NATO School Oberammergau, Nuclear University)
- Provide coordination for the transportation of personnel and resources to support training events
What We Are Looking For
- 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
- Proven experience with the Joint Exercise Planning Process and/or the NATO Exercise Planning Process.
- Direct experience in planning and executing Force-on-Force (FoF) exercises.
- Prior experience with Coalition Partner Training/Exercise Planning Desired.
- Prior experience with IAMD Exercise Planning Highly Desired.
- Highly Skilled knowledge of IAMD Exercise Planning.
- Strong background in nuclear weapons security.
- Clearance: Must possess and maintain a Secret Clearance.

- A Bachelor's degree plus 5 years of relevant experience, OR; A Master’s degree plus 3 years of relevant experience, OR; A High School Diploma plus 9 years of relevant experience.
- Experience with small unit tactics development and refinement.
- Familiarity with C-sUAS operations, testing, or exercises.
- Proficiency in collecting, managing, and disseminating lessons learned and training data.
- Experience managing training programs and delivering instructional presentations.
- Instructional level experience and ability to host orientations and presentations in desired ISR skillset.
- Have relevant experience in developing ISR strategies and plans to effectively integrate ISR capabilities with theater operations.
- Demonstrated ability to produce formal documentation (briefings, memoranda, instructions).
- Proficiency with the Microsoft Office suite.
