Job Description

• Establish, negotiate and manage major subcontracts for the business.
• Develop subcontract specification, work statements and terms.
• Analyze and evaluate proposals.
• Selects or recommends subcontractors, writes award subcontracts, negotiates and coordinates modifications.
• Negotiates supplier terms, evaluates and flows down prime contractor special terms to supplier.
Subcontracting
• Support the Small Business Liaison with development, preparation and execution of Subcontracting Plans.
• Monitor performance of the plans and prepare and submit timely reports.
• Liaison with purchasing to ensure support and compliance of subcontracting program and ensure clause inclusion and flow-downs.
• Review, remark, revise and maintain all business agreements including; Non-Disclosure, Teaming, Sales, Consulting, Licensing and Master Agreements, and Terms and conditions (internal & customer proposed).
• Coordinate efforts associated with new legislation, regulation and contract trends for potential impact on business goals and objectives.
• Prepare, organize, monitor and maintain all contract records and files to document contract performance and compliance including but not limited to contract briefs, and CDRL database, schedule and delivery.
• Support the development and implementation of department processes and procedures.
• Compile data for key performance metrics.
• Perform other related duties as assigned.

 

Essential Job Responsibilities
Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.
Minimum Qualifications

Previous experience with FAR/DFAR, government contracts 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.

Must have secret clearance  #LI-MH1

Preferred Requirements

USG Small Business familiarity.

Physical Requirements
Minimal mobility, dexterity, or coordination required to operate common business machines. Maximum lifting required is approximately 40 pounds from floor to three feet in height.
