HII - Mission Technologies Uncrewed Systems is currently seeking an experienced Subcontracts Administrator to join our team. This position is an onsite opportunity in Pocasset, MA. You will be responsible for the start to finish administration of major subcontracts and purchase orders of high risk and high complexity to the company. You will monitor subcontractor performance for conformance to the subcontracts and consulting agreements. Within the context of a government prime contract and commercial contracts, responsible for negotiating and managing complex agreements with suppliers; this includes supporting the capture process through contract execution.
Within the context of a government prime contract and commercial contracts, responsible for managing complex agreements with subcontractors. This includes managing supplier deliveries and performance to the subcontract to support program deliverables.
- Prepares the solicitation document for complex acquisitions to include statements of work, terms and conditions or flow-down terms and conditions, bid or performance evaluation factors, and other measures incorporated into the Requests for Proposal as may be appropriate for the procurement.
- Serves as the focal point when bids are received, reviews both the technical and cost proposals, consults with technical staff, and resolves matters of disagreement between HII and the potential subcontractor.
- Ensures the receipt, accuracy and timeliness of subcontractor submitted documents relating to the subcontract deliverables as well as monitoring performance relative to timeliness, cost considerations, and technical objectives.
- Working knowledge of government purchasing system requirements and Federal Acquisition and other government regulations.
- Competency in negotiations: agreement terms, conditions, pricing, and other government requirements.
- Prepares price analyses, negotiation memos, written reports, letters, and memoranda required for internal and external distribution. Maintains CPSR compliant subcontract files.
- Reviews audit files to ensure compliance with purchasing system, industrial and government contract requirements and other internal policies and procedures.
- Prepares and presents briefings to staff and management on subcontracting matters.
- Coordinates subcontracting activities with various internal and external sources.
- Consults with company staff representing the legal, technical, financial, and managerial interests of the subcontract award and technical performance.
- Performs additional duties and responsibilities as assigned.
What you will be doing...
What we are looking for...
- 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
- Must possess knowledge of the CPSR compliance process to effectively meet purchasing system requirements meet prime proposal requirements and procurement acquisition lead times.
- Knowledge of and ability to negotiate agreements to include commercial law and commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement, and subcontracting, through the purchasing system.
- Understanding of the business case and an appreciation of financial/analytical issues and profit and loss implications. Conducts price analysis and negotiations on the company’s behalf.
- Excellent verbal communication, presentation, and interpersonal skills.
- Strong analytical abilities; detail oriented.
