HII Unmanned Systems is seeking an experienced candidate to come join our team! The Senior Proposal Manager works with all levels of Management, Technical Leads/SME's, Pricing, and Capture teams to shape, manage and develop proposal strategies. The Proposals Manager coordinates the proposal preparation activities, from capturing competitive and unique differentiators to ultimately crafting winning proposals. Responsible for technically compliant, compelling, competitive, high-quality winning proposals, and partners with business development to form a high performing capture team in the pursuit of strategic, federal and international opportunities.

Duties and responsibilities include:

  • Create and inspire team to develop a Proposal Management Plan, including; innovative solutions to identify existing capabilities that align with business development lifecycle, respond to client challenges and create a distinctive competitive advantage by delivering winning and compelling proposals priced to win.  This will include close liaison with proposals, engineering, compliance and pricing.
  • Manage a bid or proposal (formal responses to RF(x)) opportunity from end of pursuit phase to contract award, including compliance/legal review, solution development, winning price development, risk management, proposal development.
  • Manages Pursuit and Proposal Budget and represents department in Pocasset.
  • Control and monitor development and production of proposals, ensuring that high quality, professional products are created and delivered according to plan and schedule.
  • Participates in pre-proposal actions in conjunction with pursuit action plans, including; market research, bid/no bid analysis, data calls.
  • Prepare compliant matrices, templates, and work products designed to assist technical subject matter experts and teammates developing responses in accordance with win strategies, themes to/for RFIs, RFPs, RFQs, Task.
  • Other duties as assigned.

What you will be doing...

Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.

What we are looking for...

 

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Must have experience with proposals 
  • Must be able to maintain and obtain a government clearance #LI-MH1 *TL *EP *MV
