Hybrid Role - Pocasset, Mass

HII Mission Technologies – is currently seeking a Business Group Contracts Manager (Contracts Manager Level 3). This role will support the contract administration and business growth of the Unmanned Systems Business Group. The ideal candidate will be an experienced problem solver with a variety of skills across US Government and international commercial contracts, subcontracts, cost proposal development, and leadership.  The chosen candidate, while reporting to the Senior Director of Contracts, will have a high level of autonomy with broad responsibility for helping drive all facets of the Contracts Group in a fast-paced, leading technology environment. In addition to higher level strategic and practical leadership working alongside the Director, you will also manage your own portfolio of contracts and group goals.

 

Essential Job Responsibilities:

  • Serve as the contractual business advisor and subject matter expert to all levels of the business (Business Group President, Operations Managers, Program Managers) and functional management (Procurement, Pricing, Finance/Accounting, Program Management, Business Operations, Engineering, and Project Controls) regarding commercial and US Government contracts, subcontracts, and proposal issues.
  •  Ensure compliance with all contractual obligations to include, but not limited, to reporting requirements;
  •  Working alternative contract types such as Other Transaction Agreements (OTAs), Cooperative Research and Development Agreements (CRADAs), Teaming Agreements (TAs), Non-Disclosure Agreements (NDA’s), vendor and supplier agreements including Master Service Agreements and Long Term Agreements (MSA/LTAs), 
  • Negotiate, kick off, manage, supervise, and own all stages of contract administration and management for all levels and types of contracts held by the Unmanned Systems Business Group;
  • Ensure that contracts, proposals, and work product comply with HII policies and Contracts Department processes.  Ensure contract files include appropriate documentation to support such compliance.  
  • Support proposal development by studying requests for proposal (RFPs); attending proposal kick-off meetings and determining appropriate contractual requirements, risks, cost drivers, and assist in the consistent delivery of leading proposals;
  •  Manage, mentor and train reporting personnel within the Contracts Group
  • Effectively communicate within the team, the company, and customers at all levels of the business
  •  Other duties as assigned.

What you will be doing...

Administers, extends, negotiates and terminates standard and nonstandard contracts. Conducts proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications, progress, and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.

What we are looking for...

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  •  Leadership experience.
  • Must have Federal Government experience 
  • The ideal candidate will enjoy working in a fast paced, high technology environment, with significant ownership and accountability for assigned functions. Willingness and desire to take on a variety of diverse tasks. 
  • Must be able to obtain and maintain a government security clearance #LI-MH1

Bonus Points for....

  •  Past experience managing contracts, subcontracts and/or pricing professionals is strongly preferred.
  • 15+ years of Contract Management experience preferred with at least 10 years of Federal Government experience
  • 10+ years of government proposal experience preferred.
  •  International Contracting experience.
  •  Certified Purchasing and/or Certified Estimating experience is beneficial, but not required.
  • Unison CLM experience and Costpoint are beneficial, but not required.

Physical Requirements

Minimal mobility, dexterity, or coordination required to operate business machines. Minimal lifting may be required.
