Job Description
HII–Mission Technologies is seeking a dynamic Program Manager to lead complex, cross-functional initiatives that drive strategic growth across key Naval Aviation and Naval Surface Warfare customers. This role blends program leadership, stakeholder alignment, and market-facing business development responsibilities.
The Senior Program Manager will shape program strategy, build high-value partnerships, and ensure the successful delivery of initiatives that support long-term business objectives.
This position will reside at NAS Patuxent River (Pax River) and will oversee HII facilities and personnel located at Pax River, NSWC Crane, and NSWC Panama City.
Essential Job Responsibilities
- Lead end-to-end program planning, execution, and delivery across multiple workstreams in technical domains including Electro-Optics, aircraft platform integration, maritime platform integration, fiber optics design/manufacturing/integration, mechanical fabrication, and machining.
- Define program scope, success metrics, timelines, and resource plans.
- Drive cross-functional alignment among engineering, product, operations, finance, and executive stakeholders.
- Identify risks, implement mitigation strategies, and ensure program outcomes meet quality, cost, and performance expectations
- Establish governance frameworks, reporting mechanisms, and communication cadences to ensure transparency and accountability.
- Engage directly with customer sets including NAVAIR, NSWC Crane, and NSWC Panama City to understand mission needs, technical requirements, and capability gaps.
- Build and maintain relationships with external partners, customers, and industry stakeholders.
- Collaborate with product and strategy teams to translate market insights and technical trends into actionable program initiatives.
- Support revenue growth through pipeline development, opportunity qualification, and deal execution.
- Facilitate decision-making by synthesizing complex technical, financial, and operational information into clear, actionable recommendations.
- Influence senior leaders using data-driven insights, market intelligence, and strategic storytelling.
- Provide oversight and leadership for HII personnel and facilities at Pax River, Crane, and Panama City, ensuring operational excellence and unified execution across diverse technical programs.
Minimum Qualifications
- 8 years of progressive relevant experience with a Bachelor’s degree in a related field; 6 years with a Master’s degree; or 12 years of relevant progressive experience with a High School Diploma or equivalent.
- Proven track record leading large, complex, multi-stakeholder programs.
- Experience managing and proposing across multiple contract types such as DTIC, AAS Defense, SeaPort, and OTAs.
- Familiarity with technical domains such as Electro-Optics, aircraft and maritime platform integration, fiber optic systems, mechanical fabrication, or machining.
- Strong analytical, financial, and strategic planning capabilities.
- Exceptional communication skills, including executive-level briefing and presentation experience.
- Experience operating in fast-paced, matrixed environments.
- Clearance: Active SECRET level security clearance required.
Preferred Requirements
- Active TS/SCI clearance.
- PMP, PgMP, or comparable certification (preferred but not required).
- Demonstrated success in business development activities, including partnership development, deal negotiation, and market expansion.
Physical Requirements
- Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
