Job Description

HII- Mission Technologies is looking for a Part-Time Configuration Analyst that will be working remotely providing comprehensive configuration management support across a diverse portfolio of complex technical programs. Working with high levels of independence and authority, this experienced professional coordinates and manages CDRL delivery, reviews technical documentation for content and format compliance, and processes deliverables through appropriate channels. The analyst plans and coordinates project documentation, analyzes design changes, establishes change orders, and interfaces with contractors and stakeholders to ensure contractual compliance. Key responsibilities include developing and responding to Contract Requirement Packages, leading Configuration Control Boards, conducting and supporting all phases of test to include Functional and Physical Configuration Audits, reviewing Technical Data Packages, and providing expert guidance on configuration management and policy issues. This position requires exceptional analytical skills, excellent written and oral communication abilities, and extensive knowledge of standards and processes to effectively support program objectives with minimal supervision while mentoring junior staff and influencing strategic decisions

Essential Job Responsibilities

Program Support

  • Provide configuration and data management support to include management and oversight of contract data submittals across the PEO STRI program management portfolio to include the Joint Multinational Readiness Capability - Instrumentation System (JPMRC-IS), Simulation Center and Western Training Area expansion at the National Training Center along with other related programs.
  • Review Statements of Work (SOW),  Performance Work Statements (PWS),  Sole Source Justifications (SSJ), Technical Delivery Letters (TDLs) and Subcontractor SOWs to ensure accuracy and conformance of technical, programmatic, and financial requirements.
  • Assist in the development of Contract Requirement Packages (CRP) including the review, creation and Mission Partner response to Contract Deliverable Requirement Lists (CDRL)
  • Prepare and develop briefings supporting Program Management Reviews (PMR), design reviews, and staff calls across the program portfolio.
  • Process, review, and provide recommendations for approval/disapproval of Engineering Change Proposals (ECP), Configuration Management, Audit Plans and Reports, coordination of Configuration Control Boards (CCBs) and oversight for CDRL delivery and tracking
  • Participate in performing and resolutio of discrepancies related to Physical Configuration Audits (PCA) at production contractor or subcontractor facilities.
  • Review Technical Data Packages for accuracy and compliance with engineering and technical data standards.
  • Interface with PEO STRI program contractors to provide guidance on program CM issues and to monitor risks and contractual compliance.
  • Communicate in writing and orally with PEO STRI internal organizations and functional teams, external Government agencies, and contractors to provide CM/DM guidance, program alternatives, and courses of action.
  • Coordinate and manage CDRL delivery across the program portfolio, incorporating customer feedback and formally processing/delivering CDRLs through the JNEEO program portal.

Documentation and Change Management

  • Plan and coordinate preparation of project documentation, such as engineering drawings, production specifications and schedules, and contract modifications, to ensure customer contract requirements are met.
  • Review contracts to determine documentation required for each phase of project, applying knowledge of engineering and manufacturing processes.
  • Analyze proposed changes of product design to determine effect on overall product and system.
  • Coordinate modification records for management control.
  • Establish change orders and prepare for change authorization and documentation by company and subcontractor.
  • Review and analyze released engineering change data and coordinate changes with engineering, quality, support, manufacturing, and engineering data control activities.

Stakeholder Interaction

  • Interact with Mission Partner personnel at PEO STRI to ensure alignment of configuration management activities with program objectives.
  • Facilitate communication between PEO STRI stakeholders and contractors regarding configuration management requirements and processes.
  • Support Mission Partner engagement in configuration control decisions and change management processes.

Minimum Qualifications

  • 15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience.
  • Must be experienced with the management and oversight of CDRLs, SOWs, Specifications, contracts, logistics and technical artifacts.
  • Experience with change management processes and documentation
  • Experience reviewing acquisition documentation to include technical and logistical data ensuring compliance with standards
  • Ability to analyze and interpret technical specifications and requirements
  • Proficiency with Microsoft Office suite, particularly Excel, PowerPoint, and Word
  • Experience working with government contracts and/or defense programs
  • Strong analytical and problem-solving skills
  • Excellent written and verbal communication skills
  • Support travel requirements  of up to 25%
  • Clearance- must possess and maintain a SECRET clearance

Preferred Requirements

  • Subject matter expertise in acquisition management related to the application of Army policy on training infrastructure is support of Live, Virtual, Constructive training and training devices deployed across home stations and combat training centers.  In addition, the following specific qualifications are preferred:
  • Knowledge of Combat Training Center Live Training to include experience with Joint Multinational Readiness Capability - Instrumentation System (JPMRC-IS) or similar military training systems
  • Demonstrated ability to review and update Statements of Work (SOW), Performance Work Statements (PWS), and Technical Delivery Letters (TDLs)
  • Experience developing Contract Requirement Packages (CRP) and Contract Deliverable Requirement Lists (CDRL)
  • Proven ability to prepare and develop briefings for Program Management Reviews (PMR) and design reviews
  • Experience participating in Configuration Control Boards (CCBs)
  • Knowledge of engineering and manufacturing processes for military training systems
  • Experience facilitating communication between government stakeholders and contractors
  • Ability to support Mission Partner engagement in configuration control decisions
  • Experience across PEO STRI portfolio of Live, Virtual, Constructive programs or similar defense acquisition programs
  • Strong technical writing and oral communication skills
