Job Description

HII Mission Technologies is looking for a Program Manager to support its customer, the US Air Force Life Cycle Management Center Agile Combat Support Directorate Simulators Division (AFLCMC/WNS). The program is the Combat Air Forces Distributed Mission Operations (CAF DMO) with command and control at the Distributed Training Center (DTC) near Langley Air Force Base and a primary network connection in Orlando, FL, which both support seventeen aircraft training sites and four more network connections worldwide. The Program Manager is responsible for the successful technical, schedule, and cost performance of this major program through subordinate and subcontractor program/project managers, in accordance with customer contract requirements and HII policies, procedures and guidelines. 

The Combat Air Force (CAF) DMO services shall provide distributed training to capable Air Force trainers worldwide, by establishing a virtual environment to conduct distributed training events, from daily team training to large scale exercises that provides a safe, realistic training environment at a lower cost than live fly. To support this distributed training environment, the CAF DMO Program shall establish interoperability standards, which documents common formats for dissimilar trainers to exchange data for effective training. The CAF DMO Program shall also provide a security solution that allows trainers of different security levels to train together. The CAF DMO Program supports the Distributed Mission Operations Center at Kirtland AFB, NM with on-site support as well as the Air Combat Command (ACC) Distributed Training Center (DTC) at Langley AFB, VA and the Virtual Test and Training Center (VTTC) at Nellis AFB, NV.
 

Essential Job Responsibilities

•    The program manager shall develop, coordinate, and maintain Inter-agency Support Agreements (ISA) for the DTS, as appropriate, between Headquarters (HQ) Air Combat Command (ACC) and/or the AFLCMC/WNS (Simulator SPO)
•    Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers. 
•    Manages one or major programs within a LVC division. Has supervisory and developmental responsibilities within a functional area. Manages one or more projects or programs, may manage an operating office and supervises professional and technical personnel performing in their customary disciplines.
•    Maintains aggressive efforts to achieve objectives.
•    Acts as a technical liaison with vendors.
•    Trains and supervises personnel. Assists in proposal process and coordinates with Pricing Department when required.
•    Responsible for all phases of the program budget.
•    Performs analysis for contract reviews with various software.
•    Develops Quality Assurance Programs for all products and services.
•    Prepares Staffing Plans, including skill and labor mix, to support contract operations.
•    May be responsible for recruiting, interviewing, and hiring staff. Assigns staff and provides technical direction as necessary to complete tasks.
•    Monitors contract, subcontracts, and funding; prepares forecasts of program financial performance.
•    Develops and delivers required contract, departmental, project and/or financial reports.
•    Top Secret Clearance
•    Experience managing subcontractors
 

Minimum Qualifications

8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.

Preferred Requirements

•    Direct experience managing United Stated Air Force programs for Air Force Life Cycle Management Center (AFLCMC).
•    PMP certified (or equivalent)
•    Aviation and or distributed training experience.
•    Combat Air Force aviator experience in the United Stated Air Force, Air National Guard or Air Force Reserve Command.
