Job Description
HII Mission Technologies is seeking a part-time Military Ops Analyst to support the Joint Staff J6. The J6 provides expertise in support of the Chairman’s core responsibilities in advancing C4/Cyber across all domains to enable a globally integrated Combined/Joint Force and advocates for the integration, modernization, and innovation of C4/Cyber capabilities for the Combined/Joint Force. This role will be for part-time employment and travel is entailed.
The successful candidate will serve in the Joint Fires Integration Division for the Joint Staff, Deputy Directorate South for Cyber, Command, Control, Communications, and Computers (DDS C5I) of the Joint Staff as a Military Program Analyst. The candidate will support the Combat Identification – Friendly Force Tracking Branch Chief and the Demonstrations Branch (Bold Quest (BQ)) Operational Manager to manage resources, priorities, and activities to ensure execution and completion of tasks consistent with Directorate goals and objectives. Significant knowledge in the application of Joint Fire Support with an emphasis on C2 is vital for this role. This expertise specifically includes air, ground, and maritime fires; operational and tactical pictures; Joint, Service and Coalition variants of C2 systems; and combined Joint digital messaging systems to establish Joint and Combined interoperability.
Essential Job Responsibilities
- Assist in the execution of analysis and assessments in support of Friendly Force Tracking capability improvements.
- Participate in functions to guide and assess the Friendly Force Tracking (FFT) Section and the Planning, Programming, and Budgeting System (PPBS) process to influence requirements, procurement, and resourcing investment decisions relative to FFT capabilities.
- Work closely with counterparts representing the U.S. Services, Combatant Commands (CCMDs), Agencies, the Joint Staff, NATO, Partner Nations, and Office of the Secretary of Defense (OSD). The projects involve support across the United States including exercises, coordination, meetings, and operations to include extensive work with U.S. allies, NATO, and Allied Command Transformation (ACT).
- Provide program managerial functions, and engagement oversight of key initiatives in the FFT Section, to include planning and participation in program tasks, applying problem solving methods, assisting in balancing workloads, and monitoring progress and completion of assigned work.
- Assist the Combat Identification Branch lead for Secretariat duties and actions in accordance with Joint Requirements Oversight Council (JROC) direction and oversight from the Combat Identification (CID)-FFT Executive Steering Committee (ESC).
- Draft and staff correspondence, decision papers, information papers, point papers, directives, and other routine staff work, generally intended for routing to senior officers and civilian officials for approval and signature.
- Represent the Branch and Division at high level meetings and briefings or Joint Staff / multi-Service / CCMD / Agency conferences where major policy issues and programs are discussed, and decisions made.
- Maintain close liaison with military and civilian personnel within the Joint Staff, Service components, Service headquarters, and OSD.
- Routinely coordinate or independently complete complex system and program analysis taskings, which affect the CCMDs, Services, DoD, Joint Staff and National Organizations and Agencies.
- Serve as technical consultant in developing plans and procedures for carrying out projects and directives; and oversee completion of projects requiring coordination between Joint Staff Directorates and Divisions, Component staffs, Service staffs, and OSD.
Minimum Qualifications
- 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
- Client requirements: 19 years relevant experience with Bachelor’s degree; 17 years relevant experience with Master’s degree in military art and science or similar discipline; 14 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 23 years relevant experience.
- Must have an active Secret security clearance.
- Must have schedule flexibility due to the possibility of being required to work other than normal duty hours including evenings, weekends, and holidays.
- Possess expert knowledge of the Joint Fires mission area, Command and Control (C2) concepts and systems, CID applications, integrated fires and analysis/assessment principles and applications.
- Possess expert knowledge in the fields of situational awareness systems (FFT) and procedures; common operational and tactical pictures (air, ground, maritime); Combined and Joint C2 systems; Joint interoperability and integration resources and laws; strategic planning; and DoD, Service and Agency policies, regulations, and practices.
- Possess expert knowledge of the staff planning, execution, and monitoring of military operations from the tactical through strategic levels, with particular emphasis on interoperability issues and its applications to Joint warfare.
- Possess expert knowledge in planning and execution of operational demonstration Distinguished Visitor programs, including specific experience communicating directly with U.S. and Partner Nation Senior Officers and Senior Level Civilians and their support staff.
- Possess extensive expert knowledge of coordinating radio frequency spectrum requirements and approvals of tactical data link temporary frequency assignments.
- Possess expert knowledge in coordinating Public Affairs programs to integrate U.S. and Partner Nation personnel in alignment with Chairman of the Joint Chiefs of Staff and OSD Public Affairs offices’ guidance.
- Possess expert knowledge in coordinating information sharing requirements with Foreign Disclosure Officers to support partner Nation participation.
- Possess expert knowledge with development of CID requirements and advancement of CID capabilities. Experience focused on supporting engagement and collaboration with U.S. Services and Coalition partners through CID-FFT ESC O-6 and flag/general officer level, and NATO CID-related, groups and meetings.
- Possess expert knowledge of Joint operations, Joint doctrine and tactics, techniques and procedures, operations analysis, force planning and program/project requirements and management to provide improvement recommendations, guidance, and priorities to headquarters.
- Exercise a high degree of expert judgment, originality, resourcefulness, and creativity to ensure guidance is appropriate and effectively interpreted, applied, and integrated to ensure the organization’s responsiveness and effectiveness.
- Excellent verbal and written communications skills, strategic planning, and knowledge of management principles and concepts.

- Experience as a senior action officer is highly desirable.
- Prior military experience is highly desirable.
- Prior working experience with Bold Quest is highly desirable.
