Job Description

HII Mission Technologies is seeking a Master Production Planner Scheduler 1 (MPPS1) Onsite Sub-Contractor Production Manager to lead a small team responsible for managing HII-MTC subcontractor activities at Newport News Shipbuilding. The MPPS1 will provide strategic support for planning and execution under the CEMAT and ESU contracts. This role includes onsite supervision of planning, coordination, and oversight of subcontractor activities aboard CVN 74 and CVN 75. MPPS1 will improve visibility of contract execution and serve as a key interface between internal teams and subcontractors. The selected candidate will be responsible for developing, managing, and tracking Statements of Work (SOWs) from creation through closeout and responsible for building and maintaining a formal SOW tracker with revision control throughout their lifecycle.

Essential Job Responsibilities

•    Serve as the primary point of contact for subcontractor performance management supporting HII-MTC CEMAT, and ESU projects.
•    Develop, track, and manage Statements of Work (SOWs) using a structured tracker that includes version/revision control and closeout documentation.
•    Interface directly with subcontractors to clarify expectations, relay technical and schedule requirements, and manage deliverable timelines.
•    Ensure all subcontracted efforts align with contract SOWs, Technical Instructions, Navy Standard Items, and schedule objectives.
•    Coordinate daily work scopes, resource allocations, and milestone deliverables for CVN 74 and CVN 75 execution.
•    Monitor subcontractor performance metrics for compliance with cost, schedule, quality, and safety.
•    Write and track Condition Reports (CRs) associated with subcontractor efforts; ensure timely submission and resolution tracking.
•    Work closely with HII-MT Subcontracts team, Production Controllers, and Project Management staff to maintain execution alignment and administrative compliance.
•    Support discrepancy resolution, Corrective Action Reports (CARs), and root cause analysis with subcontractor involvement.
•    Facilitate planning meetings and integrate updates into the master project schedule.
•    Track and report subcontractor labor hours, progress, OQE, and change requests in alignment with reporting requirements.
•    Ensure subcontractor adherence to drawing changes, Ship Change Documents (SCDs), and Formal Work Package (FWP) standards
•    Report on risks, progress, and mitigation strategies to project leadership.
•    Maintain effective communication across internal teams (Production Teams, Planning, Safety, & QA) and external stakeholders (NNS, PMS-312, SOS).
•    Familiarity with production tracking tools such as TSSR, POA&M, and SFIMS.
•    Ability to operate independently in a high-pressure, schedule-driven environment.
•    Experience building or managing document control systems or version-controlled trackers.

Minimum Qualifications

  • 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
  • Must have 5 years of Project Management experience, leading small – medium teams along with multiple projects.
  • Must have 5 years conducting or supporting jobsite and QA inspections, and safety reviews
  • Must have 5 years of strong working knowledge of shipyard trades (electrical, mechanical, pipefitting, welding, etc.).
  • Must have 5 years of leading a small team focused on subcontractor oversight, SOW development, document control, and schedule execution for RCOH work on CVN 74 and CVN 75.
  • Must have 5 years of monitoring and reporting subcontractor funding levels, coordinating with Contracts, Finance, and Project Controls to avoid funding delays or overruns.
  • Must have experience with Microsoft Office Suite (Word, Excel, PowerPoint, Project, Outlook).

Preferred Requirements

•    Demonstrated ability to manage cross-functional teams, influence decision-making, and resolve conflicts effectively.
•    Experience developing and using trackers for production progress, administrative update, version control, and approval workflows.
•    Strong understanding of NAVSEA drawing interpretation and ability to implement Government/Ship’s Force-directed changes.
•    Strong communication skills with proven ability to present updates to senior leadership.

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
