Who We Are
Join the Integrated Product Support (IPS) team at Mission Technologies, a division of Huntington Ingalls Industries, as an Engineer Planning Analyst 4. In this role, you'll work with a dynamic group of engineers, designers, and planners to support Facility Operations at Newport News Shipbuilding.
We're looking for a self-motivated individual who thrives in a collaborative team environment. You'll be part of the Facilities Engineering Plant Utilities team, and your work will be essential to meeting their operational needs.
What You Will Do
- Prepares and coordinates the plans and schedules for new or existing programs.
- Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements.
- Supports and participates in negotiations with customer.
- Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources.
- Resolves proposal preparation problems and assesses the progress against established plans and parameters.
Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.
Role specific responsibilities to include:
- Manage ~$50M utility energy budget for electricity, natural gas, propane, water and sewage.
- Maintain up-to-date utility cost Estimate At Completion (EAC) for current budget year.
- Produce quarterly utility cost forecasts into the future based upon current utility rates, forecasted future workload, planned facility capital expansion/retirement schedules, anticipated utility rate and utility regulation changes.
- Manage utility bill payment process for electrical , propane, natural gas, water and sewer bills for all of NNS operations. This effort includes reviewing all bills, prior to payment, for accuracy, and tracking all utility consumption, as reported on the bills.
- Manage Scope 1 Green House Gas (GHG) tracking for natural gas consumed by NNS and Scope 2 GHG tracking for electricity consumed by NNS.
- Produce routine GHG forecasts based upon forecasted future workload and planned facility capital expansion/retirement schedules.
- Participate in various HII Corporate energy related initiatives, to include GHG Team and Climate Resiliency team.
- Facilitate the cross-functional NNS Energy Team, tasked with reducing NNS energy consumption and GHG emissions across all operations.
What You Must Have
- 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
- Candidate must have experience with commercial utilities billing and financial planning, to include electricity, natural gas, propane, water and sewage
- Candidate must have experience with energy management for a large industrial facility to include data collection and analysis, planning, budgeting, forecasting and reporting.
- Candidate must have strong computer skills – Windows, MS Office Suite, and Acrobat Pro
- Candidate must have strong project management, scheduling, and organizational skills
- Candidate must have strong leadership and communication skills
- Candidate must have the ability to work independently and be a part of cross-functional teams
- Candidate must be a U.S. Citizen
- Candidate must be able to obtain a security clearance
Bonus Points For Having!
- Understanding of regulatory requirements for utility cost management.
- In depth knowledge of utility regulation in the State of Virginia.
- Experience with commodity natural gas purchasing.
- Experience with design, planning and execution of energy efficiency projects and programs.
- Degree in Engineering or other technical discipline, and/or Certified Energy Manager (CEM) certification are highly desirable
Physical Requirements
May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
