Summary
HII Mission Technologies is seeking a Program Manager to support the Air Force Operational Test and Evaluation Center (AFOTEC) at Nellis AFB, NV. While based at Nellis, this role provides program leadership and oversight for personnel and operational test activities distributed across AFOTEC detachments at Kirtland AFB (NM), Eglin AFB (FL), Hill AFB (UT), and Edwards AFB (CA). AFOTEC conducts independent operational test and evaluation of Air Force systems to determine their operational effectiveness and suitability. This role leads program execution, stakeholder coordination, and technical oversight for complex test, evaluation, and reporting activities supporting AFOTEC’s mission.
The Program Manager will oversee multidisciplinary teams across multiple locations, manage program performance, ensure high‑quality deliverables, and maintain strong relationships with government customers, subcontractors, and technical partners. This position requires a leader who can balance strategic program direction with hands‑on oversight in a dynamic operational test environment.

Key Responsibilities
- Lead overall program execution supporting AFOTEC operational test and evaluation activities from Nellis AFB.
- Manage personnel and coordinate test efforts across multiple AFOTEC detachments, including Kirtland AFB, Eglin AFB, Hill AFB, and Edwards AFB.
- Oversee a diverse workforce of engineers, analysts, SMEs, and operational testers supporting AFOTEC missions.
- Serve as the primary interface with AFOTEC leadership, test directors, operational units, and government stakeholders.
- Ensure timely delivery of all contract deliverables, reports, test documentation, and program artifacts.
- Maintain high Contractor Performance Assessment Reporting System (CPARS) ratings through quality execution and proactive communication.
- Manage subcontractors, teaming partners, and vendor relationships to ensure seamless service delivery.
- Lead staffing planning, recruiting, interviewing, and personnel assignments to meet program requirements.
- Develop and manage program budgets, forecasts, and financial performance in coordination with a program controller.
- Support proposal development, capture activities, and follow‑on business opportunities related to AFOTEC and operational test programs.
- Conduct program reviews, briefings, and performance updates for both HII leadership and government customers.
- Ensure implementation of quality assurance processes and compliance with all contract, security, and reporting requirements.
- Coordinate with test teams to support planning, execution, data collection, analysis, and reporting for operational test events.
What you must have
Education & Experience (One of the following):
- 6 years of relevant progressive experience with a Bachelor’s degree
- 4 years of relevant progressive experience with a Master’s degree
- 10 years of relevant progressive experience with a High School Diploma or equivalent
Background & Technical Knowledge
- Prior experience managing large, complex Air Force or DoD programs.
- Demonstrated success leading multidisciplinary teams in a test, evaluation, training, or operational environment.
- Experience managing subcontractors and coordinating across multiple government and industry partners.
- Strong understanding of program management principles, financial oversight, and contract execution.
- Ability to lead in a servant‑leader capacity, fostering collaboration, communication, and mission focus.
Credentials
- PMP certification or DAWIA equivalent.
- Active DoD Secret clearance with the ability to maintain clearance throughout employment.
- Must be a U.S. citizen.
Preferred Qualifications
- Direct experience supporting AFOTEC, AFLCMC, AFAMS, or other USAF test and evaluation organizations.
- Background in operational test, developmental test, or operational analysis.
- Experience in aviation, distributed training, or USAF operational mission areas.
- Prior service as an Air Force aviator or operational warfighter (Active Duty, ANG, or AFRC).
- Graduate of a USAF or DoD Senior Service School.
- Prior experience at the O‑6, GS‑15, or equivalent leadership level.
Physical Requirements
- May require visits to test ranges, aircraft, or industrial environments.
- Typically not required to lift more than 40 pounds above three feet.
