Job Description
Mission Technologies, a division of Huntington Ingalls Industries is looking for a Military Operations Analyst 4. The successful candidate will work as an integral part of the United States Naval Forces Europe – Africa (CNE/CNA/C6F). The CNE/CNA/C6F Transportation Program Analyst will support planning and execution for operations and exercise related deployments and re-deployments. The successful candidate will support transportation feasibility planning, design, execution, analysis, and reporting & product delivery that support Navy, joint, multi-national and coalition training events and contingency operations.
Essential Job Responsibilities
• Manage transportation program and conduct holistic database management including JOPES, ICODES, A2I, C2IE, JTIMS, SharePoint and assisting with the exercise program’s management.
• Deployment and redeployment planning and analysis, product development, database management, budget analysis, for CNE/CNA/6FLT, both echelon II and III. This position also requires incumbent to build all unit level requirements throughout the strategic, operational and tactical level.
• Work after hours to deconflict any issues that may arise with USTC, AMC, etc... Essential personnel.
• Develop and maintain transportation standard operating procedures and related documentation.
• Key stakeholder in the planning and coordination of Joint Exercise Life Cycle (JELC) events and non JELC events.
• Develop time phased force deployment data (TPFDD) including transportation modes, NEWSGROUPS, and sources limitations.
• Provide technical and tactical subject matter expertise, as well as train hew hires, to support government and contactors in transportation initiatives.
• Coordinate with internal and external stakeholders supporting transportation initiatives in both Europe and Africa, as well as USTC and their subordinate TCCs.
• Manage transportation administrative requirements including planning, execution, and analysis of transportation events.
• Develop and oversee TPFDD overview briefings and final expense reports.
• Conduct and manage planning and analysis at the theater, operational and tactical levels supporting urgent contingent task orders from the CCDR.
• Develop schedules, plans of action and milestones (POAM) to support event planning, execution and after-action reporting.
• Coordinate and manage deployment and distribution operations.
• Maintain operational oversight of 6th Fleet air and sea ports to include but not limited to conducting port analysis at several partner nation ports.
• Identify and document relevant doctrine, organization, training material, leadership and education, personnel, facilities and policy (DOTMLFP-P) issues and make improvement recommendations
Minimum Qualifications
• 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
• Minimum education requirement for technical representatives in Italy: A bachelor’s degree in a related field OR; An associate’s degree in a related field plus 4 years specialized experience OR; high school diploma and at least 8 years of specialized experience
• Education requirements may be adjusted for applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience.
• Must have Secret security clearance
• Must have Joint Operational Logistics Planning experience or JOPES Support Personnel Course (JSPC) graduate
• Must be proficient in MS Office applications and have advanced writing and briefing skills. Candidate will draft and deliver reports for senior officers and executive civilians.
• Must be able to work in a team and individual environment
• Travel will be required – 50%
Preferred Requirements
• US military officer with advanced education and significant experience in joint operations planning, security cooperation planning, command and control, intelligence, fires, movement & maneuver, and protection & sustainment
• Air load planning certification and experience
• Experience working in Expeditionary Logistics
• Experience in distribution operations at the strategic, operational, tactical levels
• Experience coordinating with foreign partners, other government agencies
• Experience with public speaking and briefing senior leaders
