Summary
The Vice President, Contracts, Pricing & Procurement for HII Mission Technologies serves as the senior executive responsible for all contractual, pricing, and supply chain management activities within a $3 billion defense segment (division) of a large, publicly traded aerospace and defense corporation. This role provides strategic leadership across a complex portfolio encompassing both products (autonomous platforms, electronics, and mission systems) and services (engineering and technical support, intelligence, sustainment and training), spanning hundreds of prime and subcontract vehicles across the U.S. Government, allied governments, and commercial customers.
The VP leads a large, multi-functional organization of contracts professionals, pricing analysts, procurement specialists, and supply chain managers. The position serves as the primary interface with senior customer contracting officers, DCMA, internal division leadership and HII Corporate contract, compliance, and insurance personnel.
What you will do
Contracts Management
- Lead full lifecycle management of prime contracts and subcontracts across all contract types and customers.
- Own the company’s commitment review and approval process.
- Direct contract negotiations and oversee teaming agreements, NDAs, and MOUs with government departments (DOD, DOE, DHS, FMS), agencies, and commercial buyers.
- Manage all aspects of contract administration from award through closeout, including modifications, claims, REAs, options, and terminations.
- Ensure compliance with FAR, DFARS, and agency supplements.
- Serve as the division’s escalation point for major disputes, claims, and litigation support. Establish standardized contract authorities, delegations, and risk thresholds.
Pricing & Estimating
- Oversee development of cost proposals and should‑cost models in compliance with CAS, FAR Part 15, and TINA/CICA.
- Support pricing strategy across the division’s product and services portfolio, including competitive pricing, affordability analysis, and margin improvement in partnership with the Division CFO.
- Ensure accuracy and currency of all cost and pricing data.
- Lead the division’s Basis of Estimate review process.
Subcontracts, Procurement & Supply Chain
- Lead subcontract, procurement, supplier quality, and supply chain organizations supporting a multi‑billion‑dollar supply base.
- Drive responsive subcontract management for all business groups.
- Develop supply chain strategies that optimize total cost, reduce risk, and ensure technical compliance across complex multi‑tier networks.
- Direct strategic sourcing for major materials, subcontracts, and indirect categories, including make‑buy decisions and preferred supplier programs.
- Oversee supplier qualification, performance management, corrective action, and maintenance of scorecards and risk registers.
- Manage supply chain risk related to sole sources, counterfeit parts (AS6081), FME, and conflict minerals (DFARS 252.225‑7009).
- Ensure compliance with DFARS supply chain security and emerging FOCI/beneficial ownership requirements.
- Improve working capital through inventory, payment terms, and supplier financing strategies.
- Oversee management of all government property (GFP/CAP).
Organization & Talent Leadership
- Build and lead a 150‑person team across contracts, subcontracts, pricing, procurement, and supply chain.
- Define structure, career paths, and training standards.
- Foster a culture of compliance, ethics, and continuous improvement.
- Partner with the COO and HR on workforce planning, succession, and talent acquisition.
Executive Leadership & Integration
- Serve as a core member of the Division Executive Leadership Team and contribute to the AOP, ASP, commitments, and gate reviews.
- Partner with business development and capture teams on proposals, bid decisions, and price‑to‑win strategies.
- Represent the segment in corporate policy forums and influence enterprise standards.
- Advise the Division President, COO, CFO, CGO, and group presidents on contractual risk, regulatory changes, and market dynamics.
- Act as executive liaison to DCMA and maintain positive government oversight relationships.
- Participate in HII Corporate CFO meetings and brief Enterprise Risk Management topics to the HII Board of Directors as required.
What you must have
Education
- Bachelor’s degree in business administration, contracts management, law, finance, engineering, supply chain management, or a closely related field is required.
- Juris Doctor (J.D.), Master of Business Administration (MBA), or master’s degree in a related discipline is strongly preferred.
- NCMA Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM) designation highly desirable; APICS CSCP, ISM C.P.M., or equivalent supply chain certification a plus.
Experience
- Minimum 12 years of progressive experience in government contracts and/or procurement within the aerospace, defense, or national security sector, with at least 5 years in a senior leadership role (Director-level or above) with budget accountability.
- Demonstrated experience managing contracts and subcontracts for both defense products and defense services within a large prime contractor or equivalent environment.
- Proven expertise in FAR based and non-FAR contracts and all contract types: FFP, CPFF, FPIF, CPIF, T&M, IDIQ, including rapid prototyping and production OTAs.
- Direct experience leading or managing a supply chain or procurement organization with oversight of significant direct material spend, strategic subcontracts, and a multi-tier supplier base.
- Hands-on experience with FAR/DFARS compliance, CAS disclosure statements, EVMS, and DCMA interface in a certified CAS-covered environment.
- Experience structuring and negotiating complex teaming arrangements, joint ventures, and mentor-protégé agreements in the government contracting context.
- Track record leading organizations through government contract audits, terminations, claims, REAs, and dispute resolution.
- Experience operating within a publicly traded company environment with associated SOX compliance, SEC disclosure, and corporate governance requirements.
Technical & Regulatory Knowledge
- Deep working knowledge of the FAR and DFARS and applicable agency supplements.
- Familiarity with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) and their implications for supply chain and subcontract management.
- Proficiency with government contractor ERP systems (SAP, Costpoint, or equivalent), contract lifecycle management (CLM) platforms, and pricing/estimating tools.
- Understanding of ASC 606 revenue recognition standards and their interaction with contract type, performance obligations, and program accounting.
Bonus Points for...
- Experience managing FMS contracts and DCS to allied governments.
- Background in manufacturing-intensive defense programs, including experience with producibility, long-lead material procurement, and production rate ramp scenarios.
- Experience with data rights and IP licensing implications.
- Demonstrated success leading transformational supply chain initiatives — e.g., vertical integration assessments, dual-source qualification programs, or supplier development investments.
- Active relationships within the DOD acquisition and contracting community or experience working alongside major DOD system program offices.
- Prior experience with mergers, acquisition, or divestiture activity, including contract novation, transition, and integration of acquired businesses' contracts and procurement organizations.
