Summary

HII Mission Technologies is seeking a Technical Project Manager to provide program, technical, and administrative oversight for the COCOM Security Forces (SF) Operational Readiness Support (ORS) contract. The Project Manager will lead a team of approximately six OCONUS personnel to ensure the continuous operational readiness of Intrusion Detection Systems (IDS) across the USAFE-AFAFRICA and USAFCENT AORs. This individual will serve as the primary interface with the government Program Management Office (PMO), managing all aspects of contract performance, including CLS, logistics, and reporting.

What You Will Do

  • Manage the overall contract effort, ensuring all planning, project control, quality, schedule, technical, and financial objectives are met.
  • Lead and direct a team of deployed FSRs and FSW logistics personnel, ensuring all mission requirements are executed effectively.
  • Serve as the primary liaison to the government PMO and supported organizations (USAFE-AFAFRICA/USAFCENT).
  • Schedule and conduct quarterly Program Management Reviews (PMRs), reporting on program progress, risks, financial status, property management, and cybersecurity compliance.
  • Oversee cost reporting, configuration management (IAW HBU CM Plan), and quality assurance processes.
  • Monitor, control, coordinate, and deploy a support capability to execute all site requirements, ensuring no gaps in support or response times.
  • Ensure all contract deliverables (CDRLs) are submitted accurately and on time.
  • Manage program security IAW the DD Form 254, including personnel security, OPSEC, and protection of CUI.
  • Oversee the mobilization and phase-out of personnel and inventory, ensuring a seamless transition between contracts.

What We Are Looking For

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • 8+ years of program/project management experience.
  • Must be a U.S. Citizen.
  • Clearance: Posses and maintains an active U.S. Secret security clearance.
  • Demonstrated experience managing DoD contracts, particularly those involving OCONUS support, logistics (CLS/FSW), and systems maintenance.
  • Strong familiarity with TASS, Integrated Base Defense Security Systems (IBDSS), and Air Force operational environments.
  • Proven ability to manage project scope, schedule, and budget, and to report performance to a government PMO.
  • Experience managing subcontractors and ensuring compliance with all contractual requirements.
  • Excellent leadership and communication skills for interfacing with both the project team and senior government customers.

Preferred: Bonus Points For...

  • Clearnace: Possess and maintains a TS/SCI clearance.
  • Project Management Professional (PMP) certification.
  • Experience with Technology Refresh and obsolescence management for DoD systems.
  • IAM Level II certification. Examples: CAP, CASP+ CE, CISM, CCISO, etc.
  • Direct experience managing programs under AFLCMC/HBU.

Physical Requirements

This position requires the ability to travel internationally to customer sites in Europe and Africa. Candidates must be able to undertake long‑duration flights, navigate airports and customer facilities, and move between office, operational, and outdoor environments as needed. The role may involve walking, standing, or climbing stairs during site visits, as well as carrying personal luggage and work‑related equipment up to approximately 25–30 pounds. The position also requires the ability to adapt to varying climates and time zones, work extended or irregular hours during travel, and communicate effectively in diverse and occasionally fast‑paced settings.
