Job Description

HII-Mission Technologies is seeking an Operations Deputy to support United States Africa Command (USAFRICOM). The Operations Deputy will work closely with the Program Manager, Deputy Program Manager – Operations, USAFRICOM, its component commands, CJTF-HOA, SOCAFRICA, and other strategic and operational partners with dedicated PR/CASEVAC capabilities for the Personnel Recovery Enterprise Services and Support (PRESS) task order. The Operations Deputy’s responsibilities will include support to forward-deployed operations and personnel in USAFRICOM area of operations. The Operations Deputy will work directly with the HII Program Manager and Deputy Program Manager – Operations to ensure on-time delivery of all tasks and deliverables while remaining compliant to Task Order (TO) scope and approved budget.


This role will require travel to Africa.

Essential Job Responsibilities

  • Support  USAFRICOM by tracking and analyzing daily activities of the deployed contract team including operations, maintenance, sustainment, and all life support.
  • Collect, report, and display operational data, performance metrics, and cost information.    
  • Identify and deploy tools and services to provide the Government access to operational data, performance metrics, cost information, and tools for analyzing, processing, displaying, and exporting data and information.
  • Develop  and provide operations reporting services in accordance with the Task Order and PRESS Operations Management Plan.
  • Document, track, and report operational metrics, including flight time logs, exercise data, operational availability, summary of patient encounters including number of patients treated, number of surgical and non-surgical visits, and a roll-up of interventions by category.
  • Monitor the operational aspects of PRESS and serve as liaison between program management and deployed operations.
  • Review status of program, manage schedules, and prepares status reports.
  • Assess program issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
  • Develop mechanisms for monitoring program progress and for intervention and problem solving with the PRESS program manager, deputy program managers, operations integrators, and other stakeholders.
  • Develop  advanced concepts, techniques, and standards.
  • Develop new applications based on professional principles and theories.
  • Prepare monthly status reports and monthly performance reports per the PRESS Task Order.
  • Manage relationships and expectations of the USAFRICOM client, other industry mission partners, and supporting contractor personnel.
  • Evaluate the progression of project milestones and any necessary TO modifications to ensure mission success, service quality, and schedule/budget compliance.
  • Regularly engage with key government stakeholders on operations data and performance metrics
  • Responsible for TO deliverables from developing mission reports to monthly status reports.
  • Other duties as assigned.

What We Are Looking For

  • 15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience.
  • 3 years of recent experience with U.S. Air Forces Africa and operations in Africa in strategic leadership positions.
  • 5 years of experience managing operations, maintenance, and logistics of deployed aircraft for aviation special operations forces.
  • 10 years of experience supporting rotary-wing and fixed-wing aircraft.
  • Possess current or previous qualifications for weapons.
  • Ability to obtain a permit to carry a firearm.
  • Must meet medical and dental readiness requirements.
  • Clearance: Must have an active SECRET clearance with the ability to possess and maintain an active TS clearance with SCI eligibility based on a Single Source Background Investigation (SSBI).

Preferred: Bonus Points For...

  • 3+ years of experience working knowledge of Status of Forces Agreements (SOFA) requirements, DOCPER regulations, and processes within EUCOM / AFRICOM AORs.
  • 5 years of experience managing PR/CASEVAC services for SOF within the last eight years.
  • A current Project Management Professional (PMP) Certification from the Project Management Institute (PMI) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.
  • A thorough understanding of civilian aviation, particularly 14 CFR Part 135 operations.
  • Strong leadership, diplomatic, and motivational skills including the ability to lead up, across, and down multiple business and technology organizations.
  • Proven ability to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence.
  • Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus, and achieve objectives.
  • Self-motivated, decisive, and able to adapt to change and competing demands.
  • Demonstrated communication skills; both written and spoken with technical and non-technical staff, at all levels of management.
  • Flexible with proven ability to conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities.
  • Proven ability to learn, understand, and apply new technologies.

Physical Requirements

This position will require working in a deployed location, outdoors, and in an office. Must be able to lift up to 75lbs. Must meet physical and medical requirements for deployment to austere locations within the AFRICOM AOR. May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
