Job Description

HII-Mission Technologies is seeking a Contract Closeout Specialist. You will provide support for contract closeout, de-obligation of Un-obligated Obligation (ULO) / Undelivered Orders (UDOs) and other post-award contract administrative services in support of contract completion and closeout to include functions associated with auto-closeout actions, digital imaging of contracts, and acquisition related documentation for contracting correspondence in accordance with closeout policies and procedures in the Department of Defense Contract Closeout Guidebook and the Federal Acquisition Regulation (FAR). Additionally, you will proofread records, forms, documents and sort contract records and assist with other tasks related to contract closeout as specified by the Government and internal HII company policies. 

 

The ideal candidate brings proven success in contract administration, earned value principles, cost control, task order management, subcontract oversight, and auditing. Experience with Costpoint, Deltek tools, Hyland OnBase, and SharePoint workflow development is highly desirable, as this role requires the ability to run financial queries, validate billing records, track obligations, deobligate funds, and archive contract documentation with precision and timeliness. 

Essential Job Responsibilities

Coordinate with DFAS and other paying activities to obtain invoice and voucher payment histories and validate payment status in Costpoint and other approved systems. Coordinate with DCAA and DCMA to verify audit status, confirm financial agreements, and secure final Government acceptance. Use enterprise accounting systems such as Costpoint, SmartSheets, Cognos, Unison, and OnBase to run queries, generate reports, and analyze accounts receivable, accounts payable, open billings, purchase order commitments, and invoicing. Conduct first‑level financial audits to identify discrepancies and initiate corrective actions. Reconcile ledgers, spreadsheets, and financial data to align with final agreed‑upon values. Support ULO/UDO deobligation activities to ensure obligations align with final performance and approved rates. Validate subcontractor final invoices and supporting documentation prior to prime contract closeout. Provide subject‑matter expertise on EAC updates, subcontract cost alignment, indirect rate application, and invoice validation. Monitor contract funding and ensure accurate final cost reporting in compliance with contract requirements.


Request and obtain missing documentation required for contract closeout and coordinate responses to internal and external inquiries. Prepare complete closeout packages including DD Form 1594s, release of claims, memos for record, deobligation inputs, and all documentation required for Contracting Officer approval. Coordinate signatures, required artifacts, and final approvals with Contracting Officers, CORs, subcontractors, vendors, and internal teams. Ensure all contract modifications are incorporated into financial systems and accurately reflected in closeout documentation. Serve as a liaison between program teams, finance, procurement, and Government stakeholders to resolve blockers and support timely closeout completion. Audit Task Orders, Technical Direction Letters, and financial documents for completeness, accuracy, and compliance. Validate internal obligations, service terminations, resource releases, and deliverables prior to closeout. Prepare closeout files for historical record, audit trails, and compliance with Government documentation standards. Assist with research on audit findings and prepare draft responses for Contracting Officer review. Identify systemic issues affecting closeout timeliness and recommend corrective actions. Communicate closeout status, risks, and findings to leadership through briefings and summaries.


Inventory, track, and maintain detailed logs for open, pending, retention, and destruction‑eligible closeout files in accordance with FAR retention requirements. Maintain complete file inventories, including contract numbers, folder counts, receipt dates, and locations, and provide required reports to the Government. Maintain accurate entries in the Contract Closeout SharePoint Tracking System, including warehouse inventories, staging, and destruction data. Manage secure staging, storage, transfer, and destruction of closeout files in compliance with applicable Government standards.
Maintain closeout metrics, dashboards, and performance indicators to track progress and report status to leadership. Participate in cross‑functional closeout readiness reviews to identify blockers, assign actions, and coordinate resolutions. Support process improvement initiatives, workflow automation, and development of standard operating procedures to improve efficiency and reduce cycle times. Assist in refining templates, checklists, and reporting tools to enhance accuracy, consistency, and audit readiness.

What We Are Looking For

  • 6 years of relevant experience with a bachelor’s degree in a related field; 4 years with a master’s degree; or 10 years of relevant experience with a high school diploma/equivalent.
  • 2+ years of experience supporting contract closeout and acquisition lifecycle activities.
  • Working knowledge of FAR/DFARS and government contracting compliance requirements.
  • Proficiency with accounting and financial management systems (e.g., Costpoint, Cognos, OnBase, SharePoint, or similar).
  • Strong computer skills, including experience with financial report generation, data analysis, and documentation management tools.
  • Demonstrated ability to manage multiple complex projects and prioritize competing deadlines.
  • Experience analyzing contract financials, reconciling accounts, and resolving discrepancies in support of closeout.
  • Ability to brief leadership clearly on closeout status, risks, findings, and recommendations.
  • Strong analytical and problem solving skills with the ability to identify issues, perform root cause analysis, and drive actions to resolution.
  • Experience working collaboratively with cross functional teams, including finance, procurement, subcontracts, program management, and technical leads.
  • Strong organizational skills and attention to detail, with the ability to maintain accurate records, logs, and audit trails. 
  • Clearance: Must have the ability to obtain and maintain a Secret clearance.

  • Confidence in presenting findings and recommendations to leadership, stakeholders, and external customers.
  • Experience supporting the development, maintenance, and delivery of SOPs, including hosting quarterly trainings or refreshers.
  • Hands on experience with CostPoint, SmartSheets, Cognos, Unison, and Hyland OnBase.
  • Familiarity with Earned Value Management (EVM) principles, EAC development, cost alignment, and financial reconciliation.
  • Experience supporting audit readiness or holding auditor certification.
  • Proficiency with SharePoint, Smartsheets, workflow automation, dashboards, or custom tracking systems.
  • Experience coordinating subcontractor closeout activities, including invoice validation and supporting documentation reconciliation.
  • Prior experience supporting multi million dollar programs (FFP, CPFF, CPAF, T&M, IDIQ, TO/TDL)  with high volume task orders across CONUS and OCONUS activities.
  • Experience supporting DCAA/DCMA audits, incurred cost submissions, or rate settlement activities.
  • Demonstrated success improving processes, reducing cycle time, or implementing automation within contract administration or closeout workflows.
  • Ability to manage sensitive contract files in accordance with Government retention, security, and disposition requirements.
