Job Description

Mission Technologies, a division of Huntington Ingalls Industries is looking for a qualified individual to fill the role of Operations Site Manager for the Navy Integrated Training Environment (NITE) located at the Lemoore Site Range in Lemoore, CA.  The Operations Manager (Site) has overall responsibility for the Lemoore Site range operations and maintenance in accordance with contract requirements.  The individual will direct the work of all contractor range personnel directly or through supervisors.  The candidate will be the point of contact for Government personnel on all range operations and maintenance.  Provides direct supervision to and appraises performance of direct reports. Ensures employees always conduct themselves in a proper and professional manner and adhere to applicable Government regulations.  Resolves personnel problems and situations within range activities.  Evaluates performance of assigned personnel. Coordinates temporary reassignment of personnel to other sites to provide assistance as required.  Coordinates with range projects throughout the company to ensure availability of additional assets for surge requirements. The individual will have the authority to assign personnel and conduct tasking for the Lemoore Site in accordance with contract requirements.   The candidate will also be the contractor on contract matters relating to daily operations of the range, meet with the Government as requested, supports Government-sponsored meetings, briefings, and reviews as required, ensures coordination and cooperation with other contractor/Government agencies and coordinates range scheduling with the Government representatives. The candidate will report to the NWTTR Contract Site Manager. Position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements. 

Essential Job Responsibilities

Manages site location workforce to achieve Govt directed tasks and/or schedule.  Oversees site Operations and Maintenance personnel, both company and subcontractor. Engages with site program functional representatives to coordinate and deconflict operations and systems and site maintenance. Includes start-up, control and shutdown of equipment for efficient, economical and environmental standards. Oversees the maintenance, repair, construction and operation of all assigned systems and supporting infrastructure. Includes responsibility for work control, planning, infrastructure, and facilities support and plant operations. May manage subcontractors. Assists the headquarters in development of strategy and operational level site facilities planning; yearly production work load planning; yearly resource and budget planning; and other managerially requirements as required.

  • Establishes and implements technical, administrative, and financial controls for contractor range operation, maintenance, and support in accordance with contract requirements.
  • Responsible for quality of all contractor range functions, to include operations, maintenance, equipment overhaul, logistics support, security, transportation, training, safety, supply, quality assurance, configuration management, facility services, engineering integration, and documentation.  
  • Supports the Configuration Management program. Key member of the Change Review Board and the Configuration Control Board.  
  • Complies with contract requirements and acts when necessary to correct deficiencies.
  • Prepares or approves required reports to ensure compliance with all contract requirements.
  • Coordinates Range scheduling with all departments to ensure training exercises are properly staffed.
  • Schedules personnel to ensure adequate coverage of all tasks, staggering schedules as necessary to minimize overtime.  
  • Provides recommendations to improve or expand all facets of O&M to include maintenance, operations, logistics support, and increased personnel utilization.  
  • Ensures economy of operation by improvement of work methods and procedures.  Utilizes the IEMS to manage range activities and resources.  
  • Administers computer operations department policies and procedures. 
  • Performs continuous analysis of production jobs, backup processes, system monitors and server availability and provides solutions working with all groups impacted. 
  • Coordinates range scheduling with the government representatives as required.  
  • Interfaces with union representatives to ensure adherence to union agreements and negotiated requirements. 
  • Performs all other position related duties as assigned or requested.

Minimum Qualifications

  • Six (6) years relevant progressive experience with Bachelors in related field
  • High school diploma; Bachelor’s degree in STEM and/or management field desired.
  • Seven (7) years of DoD training range experience
  • Three (3) years of managerial experience with DoD efforts
  • Ability to speak, read, and write English
  • US Citizen
  • Secret clearance required

  • ACAS Training

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
