Job Description

HII - Technical Solutions Division (HII-TSD) is seeking a Functional Analyst at our US Coast Guard customer site in Kearneysville, WV.

Essential Job Responsibilities
  • Develop and deliver business, system, and/or system-of-systems requirements (e.g. Requirements Traceability Matrix) for financial applications (preferably Oracle Financial Applications)
  • Conduct process and system gap analysis; identify system functional requirements through stakeholder interviews, draft user stories, prepare test plans, and conduct user functionality testing within a test environment.
  • Develop and deliver mock system user interface screens for implementation.
  • Create user business rules/modules in support of identified business requirements.
  • Develop and deliver business modeling diagrams.
  • Develop system and business performance metrics.
  • Create training documentation, developing step-by-step instructions for end users and system administrators, as required.
  • Track all requests for business application changes; monitor and manage change management process.
  • Support PM with updates to Project IMS (Integrated Master Schedule) and senior leadership briefing documentation; and other administrative tasks. Serve as central curator of team status inputs (e.g. Weekly Status Report) submissions and integration, and ad hoc duties as assigned.
  • Support PM with management of risks and issues; maintain risk and issue tracking process (e.g. Risk/Issue Register).
  • Support PM with quality assurance and quality control process; participating in quality management. best practices (e.g. peer review, unit testing, integration testing, and pre-UAT functional testing, etc.).
  • Work closely with Application Developers and Information Engineers to ensure methods and standards are adhered and meet approved program requirements.
  • Perform ad hoc topical research as required, delivering timely qualitative and quantitative results of analysis.
  • Evaluate processes, products, and technologies in connection with optimum benefit to client(s) business and technical requirements, current organizational objectives, and make recommendations for improvements.
  • Perform training and troubleshooting of financial management system in support of end-users - diagnosing and resolving technical and functional issues, as necessary.
  • Proactively communicate and collaborate with business application users, implementing industry best practices, to solve problems.
  • Performs formal system testing activities
  • Performs analysis of documented user requirements and directs or assists in the design of test plans in support of user requirements for moderately complex to complex software or IT systems.



Minimum Qualifications
  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in realted field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Bachelor’s degree in Computer Science, Business Information Systems or related field.
  • Six (6) years practical analytical experience that includes the full software development life cycle (analysis, testing, and documentation).
  • Experience with Oracle Financial Applications is a huge plus.
  • Knowledge of and/or experience implementing and working within multiple requirement disciplines.
  • Experience analyzing business requirements for financial management applications including financial, budgeting, accounting applications in the federal govt.
