Job Description

Mission Technologies, a division of Huntington Ingalls Industries is looking is looking for a qualified individual to fill the role of a Security Coordinator located at NAS Jacksonville in support of the (Navy Integrated Training Environment (NITE) Jacksonville Shallow Water Tactical Training Range (JSWTTR) . Directs JSWTTR Security Program as it pertains to classified materials, facilities, and equipment in accordance with DoD Directive 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) and COMSEC Material System (EKMS-1). Coordinates annual keying of EKMS equipment. Coordinates software updates on EKMS equipment. Attends all external audits, meetings and training as required by the EKMS Manager. Completes COMSEC briefings and debriefings. Ensures annual briefings and documents are completed and turned into the EKMS Manager. Ensures monthly COMSEC training is provided to all EKMS users and forms turned into the EKMS Manager. Performs semiannual COMSEC inventories. Ensures work instructions comply with required and updated directives. Briefs and debriefs personnel on security clearance grants and departures. Briefs and issues Classified Courier Cards. Packages, prepares labels, and ensures mailing compliance of classified material and equipment with DoD security regulations. Ensures all personnel complete a SAAR in TWMS and ensure changes/updates to existing SAAR in TWMS are completed accurately. Works directly with the employees for corrections and processing. Ensures all required training for access to the Networks is completed and copies are sent with a copy of the TWMS SAAR. Assists in the operation and maintenance of the Tactical Data Link (TDL) system. Operates JRE/LMMT in order to meet specific training event requirements. Works closely with Government and military officials. Reports to the Jacksonville USWTTR Contract Site Manager.
Additionally, the position requires flexibility to work occasional non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements.

Essential Job Responsibilities

Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Studies and implements federal security regulations that apply to company operations. Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials. Conducts security education classes and security audits. Investigates security violations and prepares reports specifying preventive action to be taken.

Minimum Qualifications

  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Three (3) years’ experience in Industrial Security IAW DoD 5220.22M (NISPOM).
  • Two (2) years’ experience administering personnel and industrial security programs
  • One (1) year of experience coordinating training programs and conducting training classes
  • 5 (five) years of experience in Navy Key Management Infrastructure - including working SKL’s
  • 3 (three) years of experience in tactical data and information links 
  • Multi-functional Information Distribution System (MIDS)

  • Completion of DoD Security Institute (DoDSI) course in Industrial Security
  • Formal training in tactical data and information links
  • Joint Range Extension (JRE) operations experience
  • NAVEDTRA 43462-2A KMI PQS
  • Ability to speak, read, and write English
  • Must possess a valid state Driver’s License

Preferred Requirements

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (Specialty Code 45-System Administration-Intermediate/Journeyman) and as a condition of employment, incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:    

  • Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;
  • Participate in a continuous learning program as described in SECNAVINST1543.2. A minimum of 20 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor;
  • Designation as EKMS Local Element User
