Who we are

HII- Technical Solutions Division (TSD) is currently seeking a Facility Security Officer (FSO) to work out of their Honolulu, Hawaii office. TSD  delivers professional services to a wide variety of government and commercial customers worldwide that has employees worldwide who deliver critical services to the DoD and intelligence community (IC).
 
The selected individual must possess a broad knowledge of collateral and Sensitive Compartmented Information (SCI) security programs that encompasses Personnel, Information, Physical and Industrial security disciplines—including Controlled Unclassified Information (CUI)--IAW DoD 5200.01 Volumes 1 through 4, the National Industrial Security Program Operating Manual (NISPOM), and Intelligence Community Directives (ICD).  

 

The position will report to the HII Security Manager on all tasks, while supporting the client’s Special Security Officer (SSO)/Command Security Chief in SCI and collateral (as applicable) physical security to develop, implement, and assist in managing client’s physical security program directly tied to company’s SCI contract requirements.  The FSO will interface with DCSA on security clearance matters, rulings, and interpretations of the NISPOM as required for the execution of classified contracts. They will ensure local procedures align with corporate security policies and applicable government regulations. The FSO will coordinate with other functional areas and business area leadership to identify and support business needs.

What you will do

  • Administer security programs and procedures for classified programs
  • Administer Facility Clearance for Honolulu site
  • Maintain personnel security records in the Defense Information Security System (DISS) to manage personnel in/out-processing and visit requests. 
  • Manage all aspects of NISPOM and ICD compliance 
  • Manage developing COMSEC programs (when applicable)
  • Conduct security audits and facility inspections
  • Develop, conduct, document, and manage security education to site personnel
  • Investigate security violations and prepare reports specifying preventive actions
  • Prepare, implement, and ensure procedures for safeguarding all classified material
  • Manage all classified contract DD254's
  • Prepare and submit required security reports to DCSA and/or customer officials
  • Oversee collateral visit and clearance process, as well as classified document control
  • Serve as primary POC for collateral and general access facility operations
  • Serves as (one of two) primary POCs for SCIF facility operations
  • Provide incident response, initial and final reporting with recommendations towards corrective actions
  • Interface with Cognizant Security Agencies including DCSA for external inspections
  • Liaise and interface with IT department for all approvals and installations
  • Support Division FSOs with Foreign Visitor management
  • Support Division security policy and processes 
  • Audits for DFAR/CUI compliance
  • Provide guidance, oversight, direction, technical assistance and training to all personnel assigned to clients’ SCIFs.
  • Manage, develop, and maintain applicable security directives, regulations, SOPs and manuals necessary to execute security duties.
  • Participates in the Insider Threat Program to be aware of laws, regulations and policies of the program to ensure proper procedures and training requirements are applied towards Information, Industrial, and Personnel Security.

What we are looking for

  • 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 15 years relevant experience
  • Experience managing DoD or IC contractor's security programs
  • Minimum 5 years of experience as Contractor Special Security Officer(CSSO)or Contractor Program Security Officer (CPSO) 
  • Minimum 5 years of experience as an FSO
  • Knowledge of both industrial security to analyze evaluate and interpret current security requirements
  • Must be able to interpret the intent of available guidelines and use considerable judgment in applying them to individual situations
  • Must possess excellent written and verbal communication skills
  • Experience utilizing JPAS, SWFT, NISS, DISS, and ACCS
  • Clearance- Must possess and be able to maintain an active TS clearance with SCI Eligibility

Physical Requirements

Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Office work environment. Travel may be required for this position CONUS and OCONUS.
