Job Description

This position supports the TSD- Defense Federal Solutions operations. The selected candidate will report to the business area, IPST Director of Operations and will be responsible for a wide variety of independent Business Develop / Proposal Management tasks including, but not limited to: Customer Relations Management (CRM), Opportunity Identification and Qualification (OI&Q), market research, business case analysis and Black Hat reviews. Oversees and manages the operational aspects of proposal response activities and serves as liaison between Corporate and line management.

Essential Job Responsibilities

Develops, plans and schedules proposals. Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. Researches and analyzes historical data, develops cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings. Participates in should-cost and pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team.

Minimum Qualifications

6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.  Candidate must have the following experience.
• Must be able to obtain and maintain a Secret Security Clearance. 
• Superior communication and collaboration skills with the ability to gain internal support and maintain solid working relationships with technical staff, peers and managers required.
• Experience preparing proposal responses preferably for DoD activities and federal government service agencies.
• Experience with Customer Relationship Management (CRM) management tools and/or processes.
• Ability to plan,organize and multi-task.
• Proficiency with Microsoft Office suite (to include Excel, PowerPoint, Word and Outlook).
• Familiarity with Opportunity Identification and Qualification (OI&Q) activities.
• Experience generating presentation materials.

Physical Requirements

Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
