Job Description
The Senior Technical Project Manager supports a high‑visibility Air Force portfolio office responsible for strategic concept development, program oversight, and enterprise‑level project execution. In this role, the manager oversees technical and programmatic projects, ensuring alignment with mission objectives, federal requirements, and organizational priorities. Responsibilities include coordinating daily with senior government leaders; developing and managing acquisition documentation such as RFPs, SOWs, PWSs, J&As, FOEs, 7600As, and DD254s; and supporting both pre‑award and post‑award processes. Additional duties include reviewing technical deliverables, validating invoices, maintaining fiscal‑year performance dashboards, conducting spend‑plan tracking, and managing project data within enterprise systems such as the Strategic Management Tool (SMT). The role also requires preparing mission‑support briefings, conducting risk assessments, evaluating analytic documents, developing alternative courses of action, and supporting CONUS and OCONUS travel for Tiger Teams, capability assessments, and technical exchange meetings.
Essential Job Responsibilities
- Lead and manage a diverse portfolio of technical, acquisition, and programmatic projects supporting Air Force strategic concept development and mission execution.
- Coordinate daily with senior government directors, program managers, and contracting officials to align project activities with mission priorities and federal acquisition requirements.
- Develop, draft, and manage pre‑award and post‑award acquisition documentation including RFPs, SOWs, PWSs, J&As, FOEs, 7600As, and DD254s.
- Oversee contract performance by monitoring deliverables, validating invoices, maintaining cost and schedule compliance, and ensuring adherence to contract scope.
- Track and manage weekly spend‑plans, fiscal‑year project performance dashboards, and invoice workflows in coordination with government contracting officers.
- Conduct detailed reviews of analytic documents, project plans, and technical materials to assess adequacy, identify risks, and develop alternative courses of action.
- Prepare mission‑focused briefings, written appraisals, program updates, and portfolio‑wide assessments for senior leadership.
- Manage project entries, requirements validation, and performance tracking within enterprise systems such as the Strategic Management Tool (SMT).
- Support monthly status reviews, technical evaluations, program milestone discussions, and contract invoice reviews.
- Resolve project issues by collaborating with cross‑functional teams, recommending corrective actions, and ensuring timely implementation.
Minimum Qualifications
- 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
- Proven expertise in leading large, complex technical projects supporting DoD, Intelligence Community, Combatant Commands, and service‑level stakeholders.
- Strong acquisition and contract management experience, including drafting and managing RFPs, SOWs, PWSs, J&As, FOEs, 7600As, and DD254s.
- Advanced technical assessment and analytical skills, with the ability to review deliverables, evaluate plans, identify risks, and develop data‑driven recommendations.
- Experience in budget execution, spend‑plan management, invoice validation, and fiscal‑year performance monitoring through dashboards and tracking tools.
- Strong stakeholder engagement skills with experience coordinating daily with senior directors, program managers, and contracting officials.
- Proficiency in enterprise project management systems, including project tracking and requirements validation in platforms such as the Strategic Management Tool (SMT).
- Risk management and issue‑resolution abilities, including developing alternative courses of action and resolving complex project challenges.
- Exceptional briefing and documentation capabilities, including developing mission‑support briefings, written appraisals, status updates, and contract performance reports.
- Strong technical communication skills and the ability to translate complex technical requirements into clear acquisition and operational documentation.
- Demonstrated competence in contract oversight, monitoring performance, validating invoices, ensuring scope compliance, and supporting cost and schedule integrity.
- Strategic planning capabilities, including developing mission‑aligned plans, assessments, and supporting broader portfolio objective
- Clearance: Must posses and maintain a Secret Clearance.
