Job Description

HII Technologies is looking for an on-site Program Manager with a focus in Cyber Operations to work on Ft. Meade.  The program manager will work closely with the customers and subordinate Program Leads, receiving and refining requirements on a daily basis.  

 
The Program Manager’s responsibilities include the leadership and management of all projects and the program as a whole ensuring that all requirements are met on time, within budget, and within scope. Sets deadlines, develops/communicates/documents accurate forecasts, assigns responsibilities, monitors, and summarize progress of projects in compliance with all Contract Deliverables. Prepares reports for government customers and Business Area Managers regarding the status of the program. 100% on-site work schedule; compliance required. 

Essential Job Responsibilities

  • Responsible for the cost, schedule, performance, and risk of CONUS/OCONUS technical projects that roll up into a larger program reporting to the Program Manager.
  • Directs and supervises all support resources and facility management for the performance of project assignments and activities.
  • Responsible for rigorous oversight and performance of multiple subcontractor efforts; manages the integration of vendor tasks and tracks and reviews vendor deliverables.
  • Provides close surveillance and management of all material procurements to ensure timely delivery.
  • Provides proactive daily in-person updates to the Government Mission Partner and HII site leadership; takes primary direction for all deliverables and communication with Government Mission Partner from HII site leadership.
  • Responsible for weekly technical updates and compliance with contract deliverables.
  • Accurately forecasts revenue for each HII financial reporting period.
  • Manages the technical direction of a project through the design, implementation, and testing in accordance with project objectives.
  • Conducts monthly Program Management Reviews in coordination with HII portfolio leadership.
  • Maintains an exceptional level of customer satisfaction with the Government Mission Partner.
  • Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. 
  • Takes projects from original concept through final implementation.
  • Interfaces with all areas affected by the project including end users, computer services, and client services.
  • Identifying and securing growth opportunities for HII.
  • Develops detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Ensures adherence to quality standards and reviews project deliverables.
  • Provides technical and analytical guidance to project team.
  • Identifies risks and develops plans to remove or mitigate risk
  • Manages one or more programs. May supervise professional and technical personnel performing in their regular disciplines.
  • Provides management services including general administrative oversight, time accounting, financial tracking, cost Projection, inventory management, personnel evaluation and support.
  • Operate a variety of software applications related to the specific job function. 
  • Specify systems requirements and insure that completed systems meet requirements.
  • Prepares and reviews Standard Operating Procedures, Protocols, and other internal documentation.
  • Leads by example and works to inspire peers, subordinates and superiors

Minimum Qualifications

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  • 4 years of demonstrated experience managing CYBERCOM, NSA, or Service Cyber Components performance-based projects and/or programs with multiple geographically dispersed performance locations.
  • Strong leadership, ethical, diplomatic and motivational skills including the ability to lead up, across, and down multiple business and technology organizations.
  • Able to supervise, manage, support, and evaluate personnel.
  • Clearance- Active Top Secret/SCI/CI Poly

Preferred Requirements

  • DAWIA Program Management or Contracting certification
  • PMP Certification
