Job Description

HII- Mission Technolgoies is seeking a Over The Horizon Targeting Trainer/SME in the Ft. Meade area. 

 

The Over the Horizon Targeting (OTH‑T) Subject Matter Expert / Trainer will provide advanced SIGINT instruction, course development, and training support for Army and INSCOM intelligence personnel. This role supports OTH‑T training requirements at Fort Meade, MD, delivering both classroom and operationally based instruction using government‑provided systems and data. The SME/Trainer will assist with scenario development, TSP and TTP documentation, mentoring, and the facilitation of collective training events. This position requires a strong ELINT background and the ability to work with tactical and strategic SIGINT mission sets.

Essential Job Responsibilities

  • Deliver OTH‑T instruction for Army, INSCOM, and Army Tactical Intelligence units across tactical through strategic SIGINT disciplines.
  • Develop, revise, and maintain OTH‑T Training Support Packages (TSPs) and Tactics, Techniques, and Procedures (TTPs) with Government approval.
  • Provide instructional support including courseware development, mentoring, and administrative tasks in support of the OTH‑T program.
  • Create and refine training scenarios and exercises leveraging operational data on networks, workstations, and DIS provided by the Government.
  • Facilitate training in multiple environments such as classrooms, Mobile Training Teams (MTTs), virtual settings, VTCs, and computer‑based sessions.
  • Support collective training events as an Observer/Coach/Trainer (OC/T).
  • Integrate multimedia instructional methods to deliver training to both small and large groups.
  • Conduct OTH‑T site training using real operational data to teach OTH‑T collection, analysis, and reporting requirements.
  • Travel as needed to support Mobile Training Teams, including potential overseas locations.
  • Provide verbal trainee feedback after each session and written feedback to senior mentors.
  • Ensure all instruction adheres to SIGINT policies, procedures, and applicable laws, with SIGINT oversight provided by the 704th MI Brigade.

Minimum Qualifications

  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Experience in ELINT operations or OTH‑T mission sets.
  • Ability to develop and deliver training in various instructional environments.
  • Familiarity with SIGINT doctrine, Army intelligence operations, and tactical through strategic collection systems.
  • Experience facilitating training using operational networks and data.
  • Strong communication skills, including the ability to provide structured feedback.
  • Clearance- Must possess and maintain a TS/SCI with Poly

Preferred Requirements

  • Certifications such as SI308, SI322, or OTHT2000.
  • Prior experience supporting INSCOM, 704th MI Brigade, or Army Foundry training programs.
  • Experience developing TSPs, TTPs, and multimedia instructional content.
  • Prior OC/T experience.
  • Experience conducting Mobile Training Team operations, including overseas travel.
